| Project management of the owner plays a decisive role to the success of the project. The enterprise management have a demand of assessment for each construction project management process performance in a multi-project management environment. The traditional post project evaluation have already can’t control the evaluation of project itself that has been completed, but the studies for process performance of project management can overcome the lack of post project. This paper takes the process performance of construction management of the owner as a research topic considering in a multi-project management environment, which is divided into two sub-problems:how to define the process performance of construction management of the owner; how to set up the process performance evaluation system of construction management of the owner. This paper defines the concept of the the process performance of construction management of the owner through the literature research method for the analysis and research of the related concepts:the project management of owner is to organize, coordinate and control the project in the construction phase of engineering construction project, this is a comprehensive performance that objectively reflects behavior efficiency of the management organization and the degree of realization of the results produced by the process of organizational behavior in the project management process through a professional, systematic evaluation system. On this basis, combined with the effects of multi-project management environment for the project management process performance, the paper established the process performance initial set of evaluation indexes of construction management of the owner and filtered performance evaluation indexes using the Delphi method and AHP screening method, the paper finally established the process performance evaluation system of construction management of the owner. The system includes the target control, resource allocation, communication, information management, which is four categories of evaluation and twenty-seven evaluation indexes. In the system, the target control includes cost control (three evaluation indexes), quality control (four evaluation indexes), schedule control (four evaluation indexes) and other control objectives (four evaluation indexes); resource configuration includes five evaluation indexes; coordination and communication includes three evaluation indexes; information management includes four evaluation indexes. This paper established a fuzzy comprehensive evaluation model based on AHP and verified the feasibility of the evaluation system through case studies. The process performance evaluation system of project management which is established by this paper can provide effective project performance management tool for the construction phase of project management of the owner, and the method that establish the evaluation system can provide a reference for other construction phases of project or other project participants that establish the process performance evaluation system of project management. |
