Research On Evaluation Of Agent Construction Project Process Performance And Improvement Of Management Performance

Public Project has long been remaining the important part of China's state investment. Agent Construction Project (ACP), as a practical model for the state project investment, becomes widely applied around China. Its Management Performance improvement has played an important role in China's economic development.How to improve MPACP effectively has been the main target for the people from both theoretical and practical world. Improvement of ACP requires the evaluation, which currently adopts"Post Evaluation"model for most of ACP cases. The"Post Evaluation"does not have any significance towards such kind of one-shot activity.In this paper, I studied ACP, PPACP (the Process Performance of Agent Construction Project) and MPACP on the basis of literature review, fine combination of theory and practical evidence, and shared with existing mature model and theory. My main research works are as follows:1. Completed the formation of basic new concept for the evaluation of PPACP and model setup of the process performance management system (PPMS).Revealed the essence and definition of PPACP and its evaluation. Answered questions such as"why to evaluate"(Why),"who to be responsible"(Who"),"what to evaluate"(What) and"how to evaluate"(How), i.e. the final process performance measurement system (PPMS) has been established on the basis of seven component factors in the system of ACP evaluation.2. Finished setup of PPACP target system. According to China national basic construction procedure, I divided ACP process into three stages, former preparation period, construction period and hand-over after checkup the acceptance of the completed ACP. The initial set of process performance evaluation target has been built for each period of the three stages and its sub-process by way of target broken down starting from specific task (evaluation target) needed to be accomplished. What's more, by using some other filtering method, the final settlement target evaluation system of PPACP has been achieved.3. Analytical comparison and application for PPACP evaluation system has been carried out. By comparing, filtering and analyzing of popular evaluation method, the Fuzzy Comprehensive Evaluation Method (FCEM) was finally developed based on Analytic Hierarchy Process (AHP). In this paper, FCEM was adopted as process performance evaluation method to be applied for the evaluation works of PPACP. 4. Realization of Management Performance of Agent Construction Project (MPACP).I worked out the Prompting Mechanism of implementing dominant payment and recessive reputation for agent body through analyzing PPACP improvement mechanism. Suggestions and recommendations were given based on process performance evaluation results to MPACP improvement.As a result, the PPACP evaluation and management performance improvement has been studied in this paper.This paper is the important part of the"National Nature Science Foundation Project" (70772058/G0209)...
