In order to improve the management level of construction projects,project performance evaluation is an essential tool.At present,the construction of metro projects is in full swing all over the country.The unique characteristics of metro construction make metro projects different from general construction projects.For metro projects with long construction cycle and in the construction stage,it is meaningless to improve the project performance by general post-evaluation,and it is not significant for other metro projects because of different geological and environmental conditions.Therefore,this paper puts forward the metro project process performance evaluation.In the process of construction,we constantly evaluate the project performance,identify problems and solve them in time.Parallel contracting mode with stages and specialties is a common mode in China's metro projects,which represents a line with many construction units,supervision units,etc.,so the evaluation of the whole line or a section of line can be from the perspective of the owners.Based on the characteristics of subway construction projects,such as long construction period,high quality and safety requirements,difficult construction and many units involved,this paper studies the process performance evaluation of subway projects from the following aspects,with the key performance indicators and project dynamic management theory as the main theoretical basis: Firstly,through literature review and expert survey,this paper establishes the subway project process performance index system from the owner's point of view,and determines the key performance index system through expert survey method,including six dimensions and16 performance indicators.According to the actual situation,the measurement method of each performance index is established.Secondly,it establishes the performance evaluation model of subway project process-using fuzzy analytic hierarchy process to weigh the indicators,and using fuzzy matter-element analysis method to evaluate the project performance.Thirdly,combining with the construction situation of the south section of Qingdao Metro Line 1 under construction and through the investigation of experts in the industry,this paper determines the classical field and segment field of the performance indicators of the south section of Qingdao Metro Line 1,and collects the relevant data of the performance evaluation indicators of the south section of Qingdao Metro Line 1 to get the fuzzy matter-element evaluation value,then uses the establishedmetro project process performance fuzzy matter-element model to evaluate its performance and draw relevant conclusions,based on this conclusion to improve the inadequacies of the project,to maintain and carry forward the satisfaction,so that the project performance can be improved.At the same time,the multi-stage performance evaluation will enable the project to continuously improve in the dynamic.Through research and analysis,the main achievements of this paper are as follows:Firstly,starting from the actual project,from the perspective of the owner,the factors affecting the performance of subway projects are identified from six dimensions of progress,safety,civilized construction,quality,investment,letters and visits,and the key indicators are selected with statistical knowledge and actual conditions.Finally,a comprehensive and comprehensive index evaluation system has been established.Secondly,considering some drawbacks of AHP method,it is more scientific and reasonable to use fuzzy analytic hierarchy process instead of AHP method.Fuzzy matter-element analysis method can not only reflect the level of comprehensive performance of evaluation objects,but also find out the specific factors affecting the level of performance.It is a more appropriate model for performance evaluation and performance improvement.Case studies also verify the applicability of the model.Thirdly,considering the dynamic of process performance evaluation and the continuous improvement of process performance,this paper analyzes the dynamic performance evaluation and improvement reflected by multi-stage evaluation with specific cases,highlighting that the process performance evaluation in this paper is for the purpose of continuous evaluation and cycle improvement of performance in the process.In short,through scientific methods to evaluate the process performance of subway projects,so that owners can timely find the indicators that affect the performance of the project in the dynamic,and take timely measures to improve,so that the level of project performance in the dynamic process has been improved.
