At present, there are a variety of academia researches on basic medical security. Countriesaround the world are looking for effective forms of health care. With rapid economicdevelopment, health care has become a hot issue that causes a common concern today, whichalso known as the "world problem".China is a country with a population of1.36billion, whose citizens’ basic medical insurancecoverage expands constantly in these years,47million people have been incorporated in thebasic medical security system; At present, the Thai’s basic medical insurance coverage hasreached99%, these data suggest that the health care coverage in the two countries have improvedsignificantly.Based on the development of the two countries’ basic medical security system, this paper isto find out the similarities and differences of the medical security system between the twocountries, then compare the analysis of their respective strengths and weaknesses, make the twogovernments to learn from each other with these summarized experience and revelation. Thispaper is divided into six parts: the first chapter is introduction, which is a brief introduction toexplain the background of this topic, research status, the main research methods and innovationpoints. The second and third chapter is about the development process of the basic medicalsecurity system which has carried on the overall overview in China and Thailand and brieflydescribes the developing course of the basic medical security system between the two countries,including the main content of the basic medical security system and analyzing the developmentdirection of the basic medical security system.The fourth chapter is the comparison of medicalsecurity system of China and Thailand, through the analysis of the structure of the basic medicalsecurity system between the two countries and the way of paying fees, etc. The fifth chapter isthe analysis on the problems and defects existing in the basic medical security system in bothtwo countries. It is about the unfairness, the reason of rising health care costs and themanagement of the governments. The sixth chapter is about enlightenment and reference of thebasic medical security system between China and Thailand.Through the analysis of the basic medical security system in China and Thailand bilateral,puts forward the idea of exploratory development in the reform of the basic medical securitysystem between the two countries for the future. Finally, through the analysis concluded that bothChina and Thailand the social basic medical insurance system of existing problems and put forward some feasibility Suggestions.
