With the development of economic globalization, China is facing tremendous pressureof low carbon economy in pursuit of narrowing the economic gap with the developedcountries at the same time. According to the situation that Global air pollution is worsening,countries have introduced various policies to reduce greenhouse gas emissions. To developthe low-carbon economy,The Ministry of Finance of China carried out Research ofChinese Carbon Tax Issues, a detailed technical report, in2006, which proposed carbontax for enterprises alleviate the high CO2emissions. A carbon tax will increase the cost ofenterprises, bringing no small pressure on the enterprise profits. As we all know, the CO2emission is mainly from consumption of coal, gasoline, diesel and other energy, andtransportation, distribution and other other businesses of the third party logistics enterprisewill consume a large amount of coal and fuel oil, so it is necessary to study thetransportation process of the third party logistics enterprise to optimize the transportationdicision to reduce the cost of carbon emissions. For enterprises, once the carbon taxcollection become official, considering the cost of carbon tax, the sum of carbon tax andcost of transportaion should be optimized to the minimum during transportaion; For thesocial environment, the amount of CO2emissions should be as small as possible, whichdepends on fuel consumption that is closely related with the transport distance and cargocapacity, so the enterprise ultimately need to control the volume of cargo and transportdistance. This paper focus on minimize both the carbon tax cost and ton kilometer, whichis a multi-objective optimization problem. The sectors of road transport serveces providedby the third-party logistics companies are studied, in which the carbon tax is used toillustrate the cost of carbon emissions and included into the optimization of transport costfor making both the carbon tax and transport cost reduced. Studying carbon constrainedoptimization of third-party logistics enterprise transportation cost, this paper built twokinds of low carbon transport cost optimization models, the modle without transit pointwhich dealt with simple transport process and the model with transit points which dealt amuch more complex transport process.The models above are based on related knowledgefrom operation research and multi-objective problem, combined with the current relatedresearch about low-carbon logistics and carbon tax, and carried out in detailedmathematical model.To solve the models, this paper uses the Lingo11software to make the model programmed and runs the software to get ouput result. Research on low carbontransportation cost optimization model of logistics enterprises has vast importance tooptimizing transport process and ensuring the most reasonable transportation costs, and italso allows enterprises to achieve the goal of environmental protection under the premiseof making profits, which effectively helps logistics enterprises in China enhance theirmarket competition and sustainable development ability.This thesis mainly includes following four parts: The first part is an introduction,including the research backgrounds, significance and main content of the paper, as well asthe illustration of related current research on logistics costs optimization and carbon taxhome and abroad. The second part is the second chapter, the author mainly expounded thebasic theory, including four parts,namely logistics, carbon taxes, transportation costs, andthe basic model of the transportation problem. The third part is the Chapters III and IV,also the main part of the thesis; in the third chapter the author constructed low-carbontransport model in both situations with and without transist points, and talks about Lingo11software briefly; the fourth chapter is an empirical study of the specific companies, solvingand analyzing the specifically built models and drawing valid results.
