Electric power is a matter of national economy and people’s livelihood, has a special political and economic status in China. Since the reform and opening up, the electric power industry has developed from the vertical integration model to the market competition stage. Facing the "12th Five-Year Plan", International and domestic energy situation is complex and changeable, the competition has brought opportunities and challenges for the development of electric power industry. The County-level power supply enterprise as the grass-root unit of the State Grid Corp, not only bear in close contact with the local government and the people, has the important responsibility to serve the local economic and social development, but also as the representation of management and service of power supply enterprise.How to coordinate the organizational goals, continuously improve business performance, achieve the strategy of State Grid Corp, comprehensively enhance the core competitiveness of the county-leve power supply enterprise, is the urgent issue to be solved.The development of performance management has a long history. Since the end of the20th century,the performance management was introduced into China, with its perfect system, exquisite process and continuously virtuous cycle, for both domestic scholars and enterprise managers are favored.However,the different stage of economic and social development, the era background and target mission, led to difference between our country and western on performance management at the concept, system and practice level. Therefore, at the present stageat in China, performance management cannot be taken for granted as a relatively simple type of performance appraisal tool, can not just copy and reproduce model and experience from other enterprise, it must be in conjunction with enterprise features, organizational strategy and management of actual situation to implement performance management.Based on analyzing the characteristics of production, technology and economy at power supply enterprise, integrating the strategy request of "A Strong Grid, Excellent Assets, Services and Performance" and "Three-Intensive Management and Five-Large Scale Development" of SGCC, and considering the management practice of county-level power supply enterprise, this paper made a systematic study and elaboration for implementing performance management."Creating value oriented" performance management takes the valuable performance creation as the fundamental concepts, enhance the sense of responsibility from the coordination of organizational objectives, integrated many elements of performance management and technology processes. Creating value oriented performance management is in accordance with the idea of "two levels of organization, three kinds of objectives, four dimensions, five steps", means both the company and the department established a set of objective system including strategic objectives,functional objectives and accessorial objectives, and used the balanced scorecard as a strategy performance management tool to develop KPI,based on four perspective dimensions of financial,customer, internal business process, learning and growth. Through the planning, monitoring, evaluation, feedback and encouragement five steps, combined with the monthly quarterly and annual appraisal, the Creating value oriented performance management has illuminated new way to implement the performance management at county-level power supply enterprise.
