As market competition is increasingly intensifying and electric power system reform is constantly deepening, power supply enterprise must follow the trend, depend on theories and model of modern human resources management and build scientific and effective performance management system to improve the operation and management level of enterprises and reach their strategic goal. For power supply enterprises at country level are the mainstay for power reform and there have been many problems in the industry, such as severe aging issue, lower education level, redundant personnel in administrative machinery and lower management level, it is extremely significant to find out a set of performance management strategy that corresponds to the reality of county-level power supply enterprises and is able to stably improve the level of enterprise performance.In this thesis, county-level power supply enterprise S was chosen and theories related to the performance management and incentive was relied on to find out problems including insufficient involvement of people, absence of continuous communication and feedback, KPI selection and unscientific calculation method and imperfect appraisal method, unreasonable appraisal cycle setting, insufficient application of result.To solve these problems, KPI key element indexes, balanced score card, fishbone diagram method and other tools were applied to arrange gradually and decompose enterprise strategic goal and establish enterprise-department-individual performance management system integrated with mainline of KPI step-by-step nested structure that follows the development strategy and management reality of administration of power supply S and shape PDCA closed loop integrated with performance plan,communication and assistance, assessment and feedback, diagnosis and improvement.Through scientific performance management, incentive atmosphere that “there is difference between more and less work and between good and poor work” should be established and working behavior of staffs should be standardized and business management level of enterprise should be entirely improved to ensure the realization of strategic goal of enterprises and continuous improvement of performance level.
