For enterprises, human resources are the most important. Practice management companies realize the most important issue that is on the person’s awareness and management, human resources management occupies an important position in the development of enterprises. So enterprises attach great importance to the researches of the human resources management. Especially in the current society of the economical fast development and the enterprise competition intense, promotes the organization efficiency to become the need of the enterprise competition intense, promotes the organization efficiency to become the enterprise to strengthen the overall competitive power, even becomes the enterprise survival to,The human resources as organization core becomes the key of the enterprise to promote the performance.The modern human resources management system includes the human resources plan, the post analysis and the post design,employment advertise and selects,training and the development, the performance appraisal. The salary management, the work relations and so on modules of mutual connection and supports. In the middle of this numerous module, the performance appraisal involves the employees’benefit and the realization of the enterprises’goals,is at the core position, Therefore, carries on the reasonable effective performance appraisal to the employees, and using the performance appraisal results establishment consummates and effective incentive mechanism, immediate influence enterprise’survival and development. There are many models of salary management and methods of performance appraisals which adapt to various corporations and different employees. It is an important issue to choose or exploit effective method of performance appraisal basing one enterprise’s character.According to the above-mentioned purposes in the text, the author research the employees performance appraisal of the second survey and design institute of water conservancy and hydropower in Hebei Province. First, the author introduced the importance and the existence question of performance appraisal and expounded the relevant theories and methods of performance appraisal in brief.Nest,the author introduced the company profile and the present employees performance appraisal system, and analyzes its superiority and the deficiency thoroughly; Then, using the modern management theories and insisting on the principles of fixed quantity and quality, the author determined that the ability, the achievement and the manner were the3contents of measurement And according to the company actual situation and various posts characteristic, divided the company employees into the manager, the reasearch, the serverce worker3kind of personnel,Using the KPI method the author designed the index system and standard for the performance appraisal about the employees,and then made use of the Analytic Hierarchy Process to set equilibrium for appraisal index, Finally, using the Fuzzy Appraisal method, the author carried on the comprehensive performance appraisal to the company employees,and basing on the analysis the results of the performance appraisal, the author suggested how to apply the results of the measurement to the aspect of training, salary and employees professional profession plan.
