The competition between the enterprises is fundamentally thecompetition between the human resources. The human resources are thedecisive element of the enterprises to achieve their targets, and are theessential force to push the economic development.The performance ofthe staff is a department of the human resources system it is also thebasis to make the human resources policy and carry on the importantdecision, It is an important mechanism that the enterprises to realizetheir strategic targets and to apply their strategic system.The performance appraisal index of our country has differentcharacteristics in different periods, The moral character, capability,knowledge and achievement is the index of ancient, political standpointfor new Chinese and intelligent, achievement, moral, ability is the indexof the recent years. Now many large-scale enterprises adopt appraisalmodels such as 360 degrees, MBO, balanced scorecard etc. Both thesetting-up of the index system or the model of performance appraisal hasget very great achievement. There are a lot of questions about staffperformance appraisal in the most enterprises of our country, Such asappraisal index is single and it lacks the direction of a clear performancenotion, lacks feedback mechanism, and lacks an essential follow-up towhole action, adopts blindly foreign performance appraisal model. Tothe question existed in the enterprises of our country, especially to thematter existed in staff performance appraisal, this article gives apractical solution.The main contents include several following respects. First, It isproposed clearly four key notions of the dynamic performance appraisalsystem. Secondly, the model of dynamic performance appraisal systemis set up. The third, staff performance index is settled by analysis of theenterprise goal. The forth, It is designed the whole performancemanagement system. At last the article recommended the actualapplication in the enterprise of the dynamic performance appraisalmodels.The innovation of dynamic performance appraisal model abolishesthe traditional notions and proposes four major key notions of modern performance management. Its dynamic performance index overcomesthe shortages of the traditional performance index, can links staffperformance target with enterprise target. Besides, the practical dynamicperformance system sets foundation on the enterprises of our country; itis suitable for a wide range, practical and effective. The proposition ofthe dynamic performance appraisal model has important reference value,can offer a guidance to the enterprise staff performance appraisal of ourcountry.
