In recent years, China’s rapid economic development so that the needs of all types of resources, rapid growth, especially heavy industry craving for coal, oil and other resources, resulting in high carbon emissions, and the environment deteriorating situation. Under this background, the high carbon emissions of the power industry and make due contributions need to build a low-carbon electricity imperative. The current China’s electric power industry is still in the stage of high carbon emissions from power generation business perspective, turbine efficiency is not high, some serious aging equipment; enterprises in order to save costs, low desulfurization and denitration technology usage; carbon technology system is not mature enough. From the government perspective, encouraging fiscal policy for the power sector carbon emissions is not perfect, did not play a real incentive. From the market point of view, China’s carbon market and carbon quota allocation is still in the pilot phase. If you start from the above-mentioned aspects, develop appropriate countermeasures, can achieve the desired objectives of low-carbon electricity to some extent.In this paper, Inner Mongolia, low-carbon electricity for the study, the evaluation system to build a low-carbon electricity, effective and objective evaluation of its carbon emissions from the power sector, and for the specific circumstances presented from many angles to achieve the path of low-carbon electricity. First, build a low-carbon electricity in Inner evaluation system, and an objective evaluation of the results obtained carbon, while the power sector in order to accurately grasp the source of carbon emissions, the use of carbon footprint calculation model for analysis, and also on the use of the power industry in Inner Mongolia gray prediction model to predict the next decade Inner Mongolia Electric Power carbon emissions; Secondly, from a different angle can be implemented paths corresponding solution proposed recommendations, such as the angle of low-carbon technologies, can build a low-carbon electricity ecosystem, including research, market mechanisms and incentives of low-carbon electricity.The results show that current carbon emissions from power plants in Inner high-carbon to low-carbon development, carbon emissions there is still much room for development. At the same time according to its own characteristics, Inner Mongolia and China’s national conditions, to give advice from a low-carbon technologies and low-carbon economic policies of government guidance in three areas can accelerate the development of low-carbon power generation side.
