Undertake research and development tasks in the high-tech enterprise in R&Dpersonnel, usually have a high overall quality and a certain expertise. R&D personnelhave autonomy and creative work characteristics, but they work hard to achieve thedevelopment of supervisory control, results of the work achieved is difficult toevaluate or quantify, most of these employees compared to corporate loyalty, they aremore loyal to their career. In order to solve the problem that unable to achieve optimalexcitation, high turnover and job dissatisfaction and other issues of high-tech R&Dpersonnel. Firstly, we must solve the problem of how to combine human resourcesand administrative departments, and how to improve the efficiency of R&D staffperformance appraisal problems.In this paper, combination of HQ Company A instrument development projectsactual situation, performance appraisal difficult problem for R&D personnel, Firstly,performed HQ company’s human resources analysis, combined with existing theoriesBSC and KPI assessment on this basis, in the basis of the HQ company’s existingperformance index, through three types of indicators that assessment the main dailyresearch work, patent application performance evaluation and reporting projectperformance assessment, to guide and established the performance appraisal programof R&D personnel which in A instrument development projects; Then, according to Ainstrument development projects in the development process of the relevantcircumstances, to quantify and segmentation the three types of indicators for theassessment program indicators, use the three types of indicators combined withexisting theories to build the performance evaluation index system of A instrumentdevelopment project. Thus use this optimized performance evaluation programs andindex system to incentives R&D personnel, promote the HQ company to seize the forefront market of new technologies in the long-term development strategy. Thisprocess which combination of BSC and KPI evaluation theory to build R&Dpersonnel evaluation and indicators system, to indicative of the HQ company’sleadership at all levels unified of all employees to the course of our long-term goal,and will also play a greater incentive to the R&D.In this paper, based on the BSC and KPI assessment theory, to starting with theHQ company’s long-term strategic development of new technologies, Construction ofthe evaluation index system for research and development personnel who in the Ainstrument development projects. Thought R&D personnel appraisal system in thispaper reflects the idea of comprehensive performance appraisal, through the dailydevelopment work, patent application performance evaluation and reporting projectperformance assessment used to evaluate the performance of R&D personnel, toensure to achieve the purpose that of the assessment of R&D personnel to moreproactive incentive to work hard.
