Weifang Blue Economic Development Strategy Analysis

In the21st century, mankind will have new opportunities to develop and utilize the ocean.Now, all coastal states in the world have realized the importance of developing marineeconomy to gain advantage in the economic competition. In January,2011, the State Council ofthe People’s Republic of China officially approved ’’Development Planning of Blue Economy inShandong Peninsula ’’, and then the construction of blue economy zone in Shandong Peninsularbecomes the national strategy, and an important part of national strategy on oceanicdevelopment and regional harmonious development. As one of the core cities in ShandongPeninsular Blue Economy Zone, Weifang is facing unprecedented development opportunity andhuge development potential.Based on such marine economy theories as economic growth theory of new space, seapower theory, marine sustainable development, comprehensive development theory of coastalareas, and regional growth pole theory, this paper will analyze the advantages, disadvantages,opportunities and challenges to develop blue economy in Weifang city, under the internationaland national backgrounds of marine development, especially the construction of ShandongPeninsula Blue Economy Zone, and then put forward initial countermeasures and suggestionsas below.As for the strategic positioning, this paper suggests Weifang should establish competitivemarine industries cluster district on the basis of such industries as marine chemicals, LED,information and electronics, machinery equipment, etc., Weifang should grasp the advantagesand give priority to the development of demonstration district on Sino-Korean-Japaneseeconomic cooperation, Weifang should face the environmental problems in coastal area andestablish trial district of marine ecological civilization, so as to develop the leisure tourismindustry in north coastal area and realize the coordinated, sustainable and accord developmentof economy.Then this paper gives the suggestion as below: firstly, to mobilize the whole city todedicated to the development of Binhai zone, secondly, to put much investment oninfrastructure construction, such as airport and seaport, to raise the position of traffic hub and support the economic development; thirdly, to draft favorable policies, put more investments ontechnologies and establish independent innovation system of technology, and attract high-leveltalents in marine industries, fourthly, to lay stress on resources conservation andbio-environment protection, combine the marine industry and traditional agricultureadvantages,to realize the coordinated and sustainable development of blue economy.In this paper, there’re two points of innovation, firstly, it brings the application of SWOTmodel into the analysis of developing blue economy in Weifang city, especially the strength,weak, opportunity and threat, so as to give theory basis to the suggestion and countermeasure inthis paper; secondly, especially when there is few research of regional economy in Weifang city,it introduces the regional economic theory to the research of blue economy in Weifang, andthen bring forward countermeasures and suggestions. Meanwhile, restricted to the author’sshortages on economics knowledge, the collection and analysis of survey data, there’re muchspace to improve in this paper.
