Analysis On Financial Support For The Non-Ferrous Metal Industrial Cluster Of Hechi City

Industrial cluster is a general trend in the spatial distribution of economic activity close to each other, usually considered it beneficial to improve productivity and accelerate economic growth, then promoting industrial cluster has become an important industrial policy and layout policy to the government. Industrial cluster will generate economies of scale, easy to attract financial resources inflows and expand industrial agglomeration scale.This paper studied on the non-ferrous metal industrial cluster by using the thesis of Industrial cluster and Financial support, that is to dissertate the mechanism of the financial support on industrial cluster. It considered that financial support can optimize the allocation resources, promote the industrial cluster, and improve the scale and level of the industrial cluster. but of the resource-based industry, it had to face transformation and upgrading in the new era. The funding is a major bottleneck to the industrial cluster, which is a certain challenge to financial resources into.First, this paper described the non-ferrous metal industry and its financial support, then measured the industry cluster level by location quotient, as well as demonstrated their relationship and the impact on local economic development by using the research method of regression analysis.Second, depth study on the unfavorable factors and challenges of the non-ferrous metal industry cluster, which make out the constraints to the financial support. The analysis considered that, the non-ferrous metal industry cluster of Hechi city is impacted by six factors, including policy constraints, industrial management risk, not optimistic of industry development prospects, unreasonable industry layout, uneven of the resources distribution, and the upgrading of the transformation, etc. that made the financial support also facing six troubles, including downsizing, market risk, upgraded cautious of financial support, affected of financial asserts quality, unbalanced of financial resources, raised threshold for financial support, etc. these factors gathering the challenge to financial support on the non-ferrous metal industry cluster, which make out the mismatch of the supply and demand between the finance and the non-ferrous metal industry.Finally, summarized the experience form two cases, the one is the financial support on non-ferrous metal industry development of Chenzhou city in Hunan province. The other is the integration development of resource industry cluster and financial support of Ganzhou city in Jiangxi province. By study the useful experience of these two cases, this article put out the suggestions to promote financial support on non-ferrous metal industry in Hechi city from three perspectives, including the government, financial institutions, industrial enterprise.
