China and Japan are all Asian countries, there is bigger difference between thepension model and pension level of the two countries because of the different socialsystem and economic development level. From Japan to established the pension systemto improved the pension system, the length of time as the similar as China, but theperfection of pension system of Japan is better than China. The pension system of Japanwith the policy ideas “universal coverage in public pension” has been gradually formedin the continuous reform, and the coverage scale and the level of replacement rate arehigher as well as pension expenditure. The different roles in the system have clearlyburden sharing, system adjustment to cope with the aging of the population developmentrapidly in a timely manner. Compared with Japan, the pension system of China was justthe town enterprise workers’ pension in the past, the old-age security and the demand ofother groups were neglected. With constantly development and improvement, the newChinese urban and rural pension system has been also established, a lot of details of thesystem are still being explored and planned, and level needs to be improved. As aconsequence, through compared with Japan’s expends and pay levels of pension system,referencing the Japanese successful experience, we should establish a universal coveragetype old model, expending the coverage of pension system and enhancing the coveragequality, narrowing the gap between urban and rural areas, to speed up the process ofintegration of urban and rural pension system.This paper is divided into seven parts. The first part is the introduction. Mainlydiscusses the purpose of this study and significance, the domestic and foreign researchreview, research idea and the main content, the research methods, innovations andinadequate. The second part is the definition of related concepts and theoretical basis,describes pension system, endowment insurance replacement rate and other basic conceptin detail, understanding deeply of Life cycle theory, Overlapping Generations Model, andother basic theory of social pension insurance. The third part is about the comparison ofthe pension model between China and Japan. Comparing the development of theendowment insurance, architecture, security object and its coverage, payment andpayment mode and the endowment insurance fund operation management between the two country. The fourth part describe firstly on the theoretical model of endowmentinsurance payment and payment. Introduces the pay-as-you-go model and personalaccount. Then introduces the changes of the levels of endowment insurance payment andpay.The fifth and the sixth parts are the focus of this article and the core, Using dataanalysis method compares the present endowment insurance payment rate, endowmentinsurance expends burden level, replacement rate, level of expenses of endowmentinsurance, endowment insurance payment ratio between China and Japan. The seventhpart according to the above analysis, it is concluded that Japan’s endowment insuranceenlightenment to China, and puts forward relevant policy suggestions.
