The low level of rural social security leads to a low level of social security in China.Especially, the low level of social security in China is mainly due to the low level ofChina’s rural old-age insurance. Compared to urban old-age pension, the rural old-agepension system has been lagged behind, and the differences between urban and rural onold-age pension are more obvious than which of economy to some extent. In September2009, the establishment of new rural social old-age pension system has improved notonly the level of social security in rural areas, but also the urban social security system.This thesis focuses on the rural old-age pension moderate level, and then divides the ruralold-age security system into five factors, formulate modest adjustment programs for eachfactor and then get the improvement of various factors on the different levels of socialsecurity level.This thesis based on the theory of appropriate standard of rural old-age pension, tryto explore the moderate level of rural old-age insurance’s contribution rate to the level ofsocial security both in urban and rural areas. Based on historical data, the paper willcompare the existing level of rural old-age insurance with the moderately level, predictthe long-term moderate rural old-age pension benefit levels from the point of view ofboth macro and micro level, estimate of different programs under the new agriculturalinsurance tiered contribution rate for social security, and comparative analysis of thecontribution rate of the rural old-age security factors.The thesis is composed of5chapters:The first chapter introduces the definition of relevant concepts and basic theory, thebasic theory including theory of Urban-rural dual economic, theory of Binary welfarepoor, theory of “living fair” and “working fair”, etc.The second predicts the long-term moderate rural old-age pension benefit levelsfrom the point of view of both macro and micro level, predicts other factors’developmenttrends,and compares it with the appropriate standard.The third chapter researches rural old-age pension system’s contribution rate to thelevel of old-age security system in China. The fourth chapter researches rural old-age pension system’s contribution rate to thelevel of social security system in China.The fifth chapter comes to the research conclusions, and proposes measures ofimproving the level of social security in China.
