Research On The Government Regulation Process Of GoldMining Industry In Z City

Government regulation means that government use a variety of direct and legallymethods, including limits, constraints, and standardize ways to regulate the main body ofmarket economy’s behavior, in order to maintain proper market economic order, improvethe efficiency of market allocation of resources, increase the whole social welfare,protect the interests of most of the general public,and achieve certain social or economicgoals. The gold output of Z city have stayed top of China for many years, with thedevelopment of many years, the gold mining industry has considerable scale, whichexperienced four stages of rules and regulations----strict control of founding, centralizedmanagement, part market, and market management. Different regulation policies impactdifferent on the development of gold mining industry.This article choose the basic theory of government regulation----public interesttheory as the theoretical basis, use literature methodology, combination with theory andpractice, case analysis and some other research methods to analyze and discuss thegovernment regulation process of gold mining industry. This paper includes six parts: thefirst part, introduction, is the preparation before the study, introduce and explain theselected topic background, research significance, research status at home and abroad, theadopted methods and possible innovations and so on; The second part, related conceptand summarized theory, mainly introduces the concepts of gold, gold mining industry,government regulations, and the public interest theory of regulation’s main content,provide theoretical basis for thesis research; The third part analyzes the change of thegovernment regulate policies in gold mining industry, with the transformation process ofgold management system, and summarizes the specific regulating measures in recentyears, provides factual basis of thesis; In the fourth part, author sum up part problems anddeficiencies in the process of regulation, deeply analyzes and explores the cause ofproblems based on the theory of public interest, that is the body of regulation exitsdispersion and function dislocation, property regulation, regulation technology lag behind,etc. The fifth part analysis the countermeasures to perfect the government regulation ofgold mining industry, in view of existing problems and causes, the author put forwardthe improvement measures from the view of perfecting relevant laws and regulations, reform government functions, improve regulatory organizations, strengthen propertyrights regulation, and improve the government’s regulation technology and so on.This paper is an exploratory research based on the government regulation of goldmining industry in Z city, hope to be able to provide reference to improve thegovernment’s regulation measures, improve the government’s regulation means, promoteZ city gold mining industry’s comprehensive, safe and healthy development, change theresource advantage into economic advantage, and realize the harmonious development ofeconomy, society and the environment.
