Our country guarantee industry promotes the development of local economy to a certain extent. But there are no standard operating risks, due to the interests of the driven. Under the macroeconomic control and the regulatory restrictions in our country, guarantee industry is facing reshuffle. As a policy guarantee company of Henan, SJ guarantee company increased four times in9years, and it has begun to take shape now. Though, it made certain contribution in promoting of small and medium-sized enterprises, and establish a credit system of the local economy development, it still exist many deep-seated problems restricting the development, facing industry competition and the difficult of risk management. So it need to made a develop strategy, in order to ensure healthy and rapid development.The paper studies the economic environment, policy environment, competition environment and resources environment of SJ guarantee company, and analyzes the shareholding structure, management,financial status, organization structure, business process and risk control level. The article points out that the shareholding structure is unreasonable, and not adapt to the development of organization. There is only one kind of product, weak ability to resist risks, and no enterprise culture.The corporate profits and financial indicators have larger growth space.Comprehensive above, using the SWOT method, the article summarizes the opportunities and challenges of SJ guarantee company. According to the development vision and strategic objectives, this paper discusses the strategic choice. Finally, the article points out that SJ guarantee company strategy implementation are: the focus of the organization structure and decision-making system reconstruction, enterprise cultural reconstruction, the optimization of resource allocation and optimization of risk control measures. In terms of organizational structure and decision-making system reconstruction, SJ guarantee company should establish strict organizational structure to fit the development of guarantee company.It should give full play and arouse the enthusiasm of employees. It should establish standardized work flow and efficient decision-making system. In the aspect of enterprise culture construction, SJ guarantee company should pay attention to research and study, and it should pay attention to practice and adaptation.In terms of optimal allocation of resources, SJ guarantee company should pay attention to construction of human resources, recruit and train the excellent talents, integrate financial resources and social resources.In the aspect of risk control, SJ guarantee company should adjust the existing risk control mode, strengthen risk prevention, so as to enhance the stability and competitiveness of enterprises.
