Study On The Trainsitional Development Of Anhui Province-Level Development Zone

Since1980s, our country has pioneered development zone, which made a great contribution to both China’s reform and openness and local economic development indeed. Then, all levels of governments are keen on this new way to enhance their economy. However, the extensive development of "development zone craze" has brought out the conflict between economic growth and natural resources and environment. Standing in the middle-east of China, Anhui Province plays an important role in its geographic location. Precisely speaking,139province-level development zones have neither high quality nor high efficiency. Problems, such as low valued-added industrial structures, extensive development patterns, and the curring systems and mechanisms, affect the healthy development of economy in these zones. Facing new situations of the global integration and challenge from China’s economic development pattern changing, our development zones should try their best to find suitable ways to achieve goals of intensive and economic developments.Composing of five chapters, the thesis aims to study the transitional development of Anhui province-level development zone. At first, the article reviews on the research achievements about development zones at home and abroad and points out deficiencies of them about transitional development part. Then, it illustrates the concept and theory of development zone, and the connotation, target and dynamic factor of the transitional development zone. In addition, on the basis of points above, the developing process and developing situation of Anhui province-level development zones will be summarized so that these zones in Anhui can be classified reasonably. At last, by comparison between two typical representatives, Funan Economic Development Zone and Ningguo Economic and Technical Development Zone, the author gets the result from case analysis, which makes the author ponders over the transitional development of Anhui province-level development zones, draws the conclusion about the transitional development of Anhui province-level development zones and analyzes the shortcomings and future prospects of this paper’s studies.The thesis combines theoretical analysis with empirical research. On one hand, in theoretical analysis, three dynamics factors:technology, environment and systems and mechanisms bond with industrial clusters, intensive and economic development as well as the management of transitional development of development zones respectively in order to construct the theoretical mode of the three factors’influences to it. On the other hand, with field research data and the result of questionaries, the author adopts methods, such as qualitative analysis, quantitative analysis and comparative analysis to explore and analyze the similarity and differences between Funan Economic Development Zone and Ningguo Economic and Technical Zone and the causes of these phenomenon. Then, the author concludes that being in different development stage, two zones present different spatial forms.On the basis of researches above, the thesis makes further thought:the transitional development isn’t triggered in a stationary period, but an inevitable trend for a development zone to a certain degree. The transitional development in development zone can be divided into three stages:starting stage, problem-solving stage and upgrade stage during which different measures need to be taken, that ultimately produces different forms of industrial spatial development.This article also obtains the preliminary conclusion of the study on the transitional development of Anhui province-level development zones:First the transitional development is imperative. Second it is the effective path of the transitional development that focuses on three power factors in system, technology and environment and realizes the transformation goal of innovative industrial cluster, intensive economy development and efficient development zone governance by system increasing the efficiency, technique adding power and environment working as protection. The third is there are some rules that the transitional development can follow. The fourth is that the transitional development differs owing to the different areas. The fifth is that the achievements of the transitional development should be fairly assessed according to different types of the development zones..Above all, besides innovation in theoretical constructure and deliberation in field research, the thesis is worthy of radiant thinking and its result is really practical. Otherwise, it is represented in this thesis that a new angle of view to a path and a new solution as well as opinions and propositions for the transitional development of the development zone that can be treated as the essence.
