Performance management is one of the important links of human resource management. Application of performance management results directly affect the success of management process and reflect if the performance evaluation process is effective or not. A complete set of performance management system should be a continuous cycle process, including achievements goal making, indicators subdivision, achievements inspection, and Incentives,which will in turn affect the achievements goal making. This article which is based on learning and reference literature and theoretical results related, conducts a comprehensivestudy on the performance evaluation system with the CA insurance company as an example.This paper starts from the related concepts of performance management, and literature to the domestic and international scholars and relevant important theory principle, and then introduces the Balanced Scorecard, the behaviorally anchored rating scale, comprehensive performance evaluation method and KPI performance indicators to assess that are widely used evaluation methods. Purpose of writing this article is to first analyze CA insurance companies through performance management and identify the causes of problems, and then an optimization proposal for performance management, and ultimately to match the company’s strategic development. In the optimization of the performance appraisal process, the job is described by using the behaviorally anchored rating scale, through the analysis to develop responsibility and work content of the position, providing a basis set of key performance indicators. To ensure the accuracy and complete of assessment information, the full range of performance appraisal method is used to increase the performance appraisal data sources. And through the company’s strategic goal-oriented re-enact key KPI indicators for assessment of the various departments and guide their interaction with the completion of the company strategic objectives. The assessment results appeal and communication feedback are also joined in the proposal, from a long-term increase the level of performance management, and performance management can continue to meet the company’s development strategy.This study is helpful to improve the CA insurance company’s management efficiency, enhance its core competitiveness, reduce the brain drain rate, provides the basic guarantee for thetalent reserve, and also make it a dominant position in the fierce competition in the industry. The optimization of performance suggests of this paper can also provide reference for tradecompany in setting up the performance appraisal system, which has a certain guiding and reference significance.
