Performance management is a kind of tool for the government and the public sector rationality and value rationality both important management tools.Worldwide,the development of performance evaluation of public sector has been more than one hundred years ago.Inspection and quarantine department is the national important foreign economic management department,is shouldering the export-oriented economic development law enforcement checks to the nation and the deve lopment of the service.The state administration of quality supervision,inspection and quarantine in June 2011 by the government performance management joint inter-ministerial meeting office identified as "agency authority under the state council work performance management" of one of the pilot unit.Guangdong inspection and quarantine departments as the first picture,the national quality inspection system of foreign trade import and export volume ranked the first,for the public sector since 2011 the imple mentation of performance management has carried on the beneficial exploration.Throughout the Guangdong inspection and quarantine department of performance management practice in five years,Guangdong inspection and quarantine departments in the preliminary construction of performance management system has made greater achievements,set up the necessary link of performance management,the civil service examination and evaluation system on the degree of exploration.But overall is still in the performance management system of the construction of the prototype stage,the role of each link of performance management is limited,not have whole resultant force;Performance goal orientation,evaluation procedure and the way of scientific nature,performance data of informatization,the objectivity of the evaluation index,the evaluation results of the practical aspects and so on,the public satisfaction has different degrees of defects,it is difficult to adapt to the continued ascent of internal management and inspection and quarantine the establishment of a good image of the need of maintenance.Based on the above facts,the author consider Guangdong inspection and quarantine departments based practice,starting from the actual performance management system optimization strategy is proposed.Theoretical basis of this paper is based on the theory of public management,performance management theory,the public sector performance management theory discussed above,at the same time through interview and questionnaire sampling survey of quantitative investigation method of qualitative analysis of Guangdong inspection and quarantine department of the current performance management system to analyze problems and reasons,and puts forward Suggestions for improvement.Through the literature research,combined with the sample data statistics and analysis,the author of Guangdong inspection and quarantine department performance targets of the current performance management system,performance evaluation,performance indicators,performance communication and performance incentive problems and cause analysis.The author thinks that these problems are deeply system,organization target,the influence of value orientation,system program.Shape,therefore,puts forward the organizational vision and identity,reasonable planning departments and individual performance goals,and the construction of performance based on the inspection and quarantine big data information platform,strengthen communication,improve the methods of performance eva luation,performance optimization performance index system,strengthening the positive incentive and competitive mechanism,the open service idea and direction of non quantitative performance evaluation.This study aims to help the inspection and quarantine department and other government public sector to establish and implement effective performance management system to explore a right path direction,can be copied to promote its effective mode,to reduce the risk of repeat detours.
