The development of science and technology makes the high and new technology industry receivemore and more attention. The new high-tech enterprise face more opportunities and risks under the supportof national policy. Many companies have begun to focus on how to describe corporate strategies usingperformance management objectively and scientifically; how to enable enterprises to locate their ownunique values and effective implementation, in order to promote sustainable development of the high-techenterprise science. Therefore, design a set of scientific and effective performance evaluation system hasprofound significance for the development of high-tech.In China, research on performance evaluation of high-tech enterprises has started relatively late.As a consequence, recognized and perfect performance evaluation system has not yet been established.Especially for the environmental protection industry of the high-tech industries, research is still in itspreliminary stage. Companies in the environmental protection industry have such characteristics: largenumber of, small scale, different development degree. Moreover, the net profit growth of listed companiesin recent years showed a trend of instability. But the environmental protection industry has great prospectsfor development. Therefore, this paper tries to discuss the performance evaluation of high-tech industries. Itselects the environmental protection industry of W company as a case, refactoring the performanceevaluation system for W company combined with the life cycle theory and the balanced scorecard theory.The aim of this paper is to improve the performance management in the environmental protection industryand provide reference for other companies.The main line of this paper is reconstructing the performance measurement system of Wcompany using balanced scorecard theory. First of all, it clarified the meaning and role of performanceassessment: summing up four methods of the performance conducted an analysis of advantages anddisadvantages of various evaluation methods and determine using the balanced scorecard as a performanceassessment method. After that, this paper pointed out that the need of performance assessment is not thesame in different stage of life cycle. Therefore, it is necessary to establish a matched performanceevaluation system. Then it evaluates the performance of each dimension: financial, customer, internalprocesses, learning and growth. Also, it introduces the current situation of W company’s performance, and pointed out its deficiencies. Thus, this paper uses balanced scorecard theory combined with life cycletheory to remodel W company’s performance evaluation system. Also it designs the evaluation index ofeach dimension: The financial dimension, the customer dimension, internal process dimension and learningand growth dimension. Using analytic hierarchy process, assigning values to various indicators of theperformance evaluation system. Finally, this paper states that when doing the performance evaluation basedon the balanced scorecard system, companies should complete the communication, strictly enforced, timelyadjust steps according to the specific stages of development. Moreover, companies should establishguarantee mechanism (eg. evaluation institutions, training, information system) in order to ensure theimplementation of the evaluation system.
