Along with the coming of the knowledge economic era and the further developmentof globalization, the high and new technology enterprises have to face the rapid changingenvironment and the intense competition. It is very important to the success of the highand new technology enterprises that the strategic performance evaluation system shouldbe timely, scientific and accurate. This research, we studied the development character ofthe high and new technology enterprises, analyzed the limitation of the traditionalperformance evaluation using in the high and new technology enterprises, discussed thefactors working on the high and new technology enterprises performance evaluationfurther, and built the strategic balanced scorecard performance evaluation model.Through the description of the mission of the high and new technology enterprises,we used the strategy map system to explain the logic relation of the enterprise strategytarget, the strategy indicator, the strategy target data, the strategy action plan and the task,and revealed that the balanced scorecard has been used in the high and new technologyenterprises performance evaluation system.On the base of analyzing the key success factor in the high and new technologyenterprises, we selected and established the enterprise strategy target and strategyindicator scientifically and reasonably, designed the indicators in this four levels: thefinancial affairs, the customer, the internal process and the study and growing up, fixedthe weigh of the indicator using AHP, applied the method that combined the enterprisetarget data and the practice data to evaluate the enterprise performance, and built thestrategic performance evaluation system that has the individual character of the high andnew technology enterprises.
