| Carbon emissions trading system is an important tool for reducing carbon emissions, effectively controlling emissions and reducing the cost. Carbon emissions trading market has been done in several cities of China, but systemic carbon emissions trading market has not been formed, it is urgent to improve the carbon emissions trading system.First, this paper constructs a Multiple Objective DEA model with undesirable outputs to estimate the efficiency of carbon reduction between United States, Japan, the European Union and Australia from1995to2011, then it gives out the diffidence between them. Through the analysis of the effectiveness, it discovers the he the large gap between china and other countries, and points out the necessity of building carbon emissions trading system in china.Regional carbon trading pilot has been built in china, but now only Beijing, Tianjin, Shanghai, Shenzhen has continuous trading. This article wants to evaluate the efficiency of several regional in trading system. The paper choose effectiveness on policy and supervision, difficulty of market access, effectiveness of trading as basic index, then the secondary and tertiary index, though expert scoring method and comprehensive evaluation method, it arrive at the figure of them. Finally, the paper get the evaluation on four regions, it reach a conclusion that shanghai is the best, Shenzhen and Beijing are better than TianjinFinally, it summarized the results, and concluded that China’s carbon emissions trading pilot existing problems and put forward policies and Suggestions. |
