Research and practice shows that: Management of Technology is one of the most important parts ofmodern enterprise management system. Also it is one of significant work to improve the competitiveness ofan enterprise. Technology management is not only related to technology development, technologicalinnovation, technology team building, and existing technical data management, but also related to all areasof business, for example: future plans, corporate strategy, human resource management, productionmanagement, purchasing management, marketing management, quality management, and warehousemanagement, etc. With economic globalization and the rapid development of technology and information,the role of technology management is becoming increasingly important in the enterprise, also more andmore be attention to senior management, modern technology management is not simply a technicalmanagement within the department, it has to infiltrate the various departments of enterprises, it has becomeincreasingly evident that role in promoting the coordinated development and management of the enterprise.The aim of the strategic reorganization of the small-business central State-owned enterprises is that toimprove the competence of resist risk of enterprise, to optimize the allocation of resources, to develop thecenter competition. Largely depending on the consummation level of management system of technology,the function of management of technology, enterprise product innovation and competitive advantage,accumulation of technical knowledge and improve, and play "invisible hand pushing" role of technologymanagement in the enterprise, whether forming the composition of forces and the purpose1+1>2cometrue, whether realizing the benefits of complementary and all-round improvement of the competitivenessafter the reorganization of enterprise, whether achieving truly unification rather than formal, whethergathering most people, forming community, forming a corporate culture with a competitive advantage,enterprise technology, enterprise products and break through the bottleneck of the development ofenterprises, whether reducing costs of enterprise, increasing efficiency and shorten the delivery cycle,whether improving the quality of the product and the competence of manufacture, as well as continuouslyincreasing the profits and social impact after the policy strategic reorganization of central State-ownedenterprises. In the first of all, this paper made a summarization of corporate restructuring, management oftechnology and central State-owned enterprises etc. On the criteria for the classification of small business inChina listed in tabular form in order to well stating and bedding abut the term related to the papers. In thethird section introduces the survey and the current circumstance of management of technology of Aenterprise, as well as the background and complexion of B and C factory. Much matter to analyze of Aenterprise after restructuring. And we chose several typical problem to analyze deeply. At last, thecountermeasure against that the question of management of technology of A enterprise is proposedcorrespondingly. Including the consummating management system of technology, and perfecting institutionof management, and completing regime of reward and punishment, and strengthening the cooperation ofindustry-college-organization of research, and expanding the channel of promoting to a higher office,strengthening the relationship with marketing management, purchasing management, and warehousemanagement, etc.
