| ABSTRACT:The contradiction between the development of the world economy and energy constraints awakens and strengthens human’s consciousness of energy crisis. In our country, the per capita consumption of energy is low, as well as the energy efficiency. Also, traditional energy sources are facing depletion. So, strength the management of energy and enhance the utilization of energy was urgent needed, and comprehensive energy management system should been established. Now, more and more laws and policies were issued to encourage the construction of energy management division. Energy manager play a vital role on enterprise energy saving. The main point the paper is to study the competency of energy manager. Then get the essential qualities and development qualities for a good energy manager which may provide theory basis for a better management of energy.In this paper, domestic and foreign scholars’theories were studied. Eleven energy managers from Hebei and Shandong province were interviewed. Then studied the results of interviews, and complete the pre-tested questionnaire of competency of energy manager. Conducted the pre-tested questionnaire survey on100energy managers from Hebei, Shandong, Shanxi, Beijing and Tianjin, then statistics analyzed the outcome of questionnaires. The statistic results show that the questionnaire has fine reliability and validity. And the analysis revealed the competency of energy manager includes4Competency dimensions and20Competency characteristics. Modify the pre-tested questionnaire can get the formal questionnaire of competency of energy manager, do Empirical analysis in five provinces and established the competency model of energy manager. The model mainly includes4dimensions and qualities:(1) Knowledge and skills dimension:environmental cognition, professional Knowledge and skills, legal knowledge and energy management knowledge.(2) Personality dimension:achievement orientation, responsibility, confidence, Stress tolerance, strain capacity, innovation ability.(3) Interpersonal dimension:expressive ability, listening skills, communication skills, teamwork ability.(4) Leadership ability dimension:planning ability, ability of solving problems, decision-making ability, train subordinates ability, Ability to motivate subordinates.By the end, the paper analyzed the application of competency model of energy manager from personal perspective, business perspective and national perspective, and put forward some advices. |
