Tobacco industry which has made huge profits and taxes for our country for a long time is one of the important pillar industries of national economy development and also the important revenue sources of the local governments at all levels, especially for the local governments in leaf tobacco production areas. The central government has begun to implement relevant regulations of the tobacco industry since2002, so the tobacco enterprises are mainly in charge of tobacco monopoly administration, logistics and marketing of cigarette products, planting technology guidance and production management, purchasing, storage and transportation, and sale tobacco leaves.Neijiang Tobacco Monopoly Bureau, or called Neijang Company of Sichuan Tobacco Company, which was set up in December of1983is the state-owned enterprise. It is primarily responsible for cigarette market management in Neijiang, propaganda and implementation of the Law of the People’s Republic of China on Tobacco Monopoly and Regulations for the Implementation of the Law of the People’s Republic of China on Tobacco Monopoly and supervision and administration of tobacco industry and cigarette circulation market through laws and regulations. Since established, Neijiang Tobacco Monopoly Bureau has made a series of regulations and methods to make sure cigarette monopoly law enforcement work effectively for cigarette monopoly, been trying to build modern logistics and start modern marketing to improve business level increasingly year by year for the business, launched ISO, made the construction of enterprise spiritual civilization be part of business contract, and implemented management by objectives and institution efficiency construction to improve work efficiency for the enterprise management.This paper consists of five parts. The first part is the introduction in which the author introduces the management mode and industrial division of the domestic tobacco industry and the basic situation of Neijiang Tobacco. During the12th Five-Year Plan period, fire-new and profound changes have been happened in China’s tobacco industry business and deeper changes will be happened to resource allocation, organization structure, system and mechanism, and management mode, so that Neijiang Tobacco must be in the reform of employees’ comprehensive assessment. However, research before the reform shows lots of problems existing in the evaluation system and motivation mechanism of the employees. The main contents of this paper are theories and methods used to deal with these problems.The second part is the theoretical basis in which the author states the practical meanings and significance of building a comprehensive evaluation system and motivation mechanism of the employees, and poses the main problems in need of improvement after the analysis of factors such as the working content, the working environment, enterprise culture, compensation and benefit, personnel system, staff promotion. etc. and HR system.In the third part, the author introduces the foundations of building the employees’ comprehensive evaluation system for Neijiang Tobacco. The author mainly describes company integration and comparatively analysizes the employees’ identity difference, personnel structure, position distribution, and the differences of department and post establishment after the regroup, which makes the following research of positional ranks, salary structure and the way of income distribution possible.In the fourth part, the author analyzes how to construct the employees’ comprehensive evaluation system in Neijiang Tobacco:firstly, the performance assessment based on the department and individual efficiency and staff quality assessment scheme must be established and the combination of them is the method of employees’ comprehensive evaluation, and then,organization and principle of the assessment and results classification must be clear.The last part is the applied analysis of employees’ comprehensive evaluation system of Neijiang Tobacco. Based on the sufficient survey and data analysis, employees’ comprehensive evaluation system of Neijiang Tobacco has been established. The employee’s ranking according to the comprehensive assessment serves as a leading promotion reference for non-leader position.This paper is operational and has practical value. The employees’ comprehensive assessment which is the combination of the performance evaluation and the employees’ comprehensive quality evaluation turns the traditional result-oriented performance evaluation into a way to assess employees’ comprehensive quality and professional standard, which is more useful to find talents in different posts, and offer them more developing space and better opportunities.
