| Rural infrastructure is the general term for the development of rural production and life of farmers, and providing the guarantee of the public service facilities. It is the basis for building a new socialist countryside construction. Agriculture is the foundation of national economy. Rural infrastructure is the material carriers of agricultural production, the prerequisite of rural economy and even the entire national economy running, which play a very important role. Urban and rural economy have rapid developed since the reform and opening up, but the pace of development in rural areas is far behind the city. In the vast rural areas, especially remote western rural areas, farmers suffer the difficult for traveling, drinking, electricity and other inconvenience difficult because of the poor infrastructure. The lag of infrastructure has seriously affected the daily lives of farmers, widening the gap between urban and rural residents, hindering the healthy development of the rural economy. However, the construction of infrastructure requires significant capital investment. Therefore, the research of rural infrastructure financial support has important theoretical and practical meaning to promote the socialist new countryside construction, to solve the " three rural" issue and to narrow the urban-rural gap.The research of financial support issues for rural infrastructure involves not only the relationship between sources of funding and financing, but also covering the relationship between rural infrastructure construction and financial services. These research can better promote the coordinated development of rural infrastructure construction and financial capital flow, simultaneously can bring some academic inspiration into the rural financial management and rural planning. Rural infrastructure financial support research, not only is the current need of academic research, but also is the need of government reform. The solution of the financial support problems about rural infrastructure is an important guarantee of the new rural construction. It is a basic condition for developing rural economy, increasing farmers’ income, expanding rural domestic demand, which can effectively promote rural political, economic and social development.Agricultural Development Bank of China is currently the only agricultural policy financial institutions, which has the dual characteristics of policy and financial. This requires the bank on the one hand to ensure the safety and effectiveness of financial assets, so that the financial assets of Agricultural Development Bank of China form a virtuous cycle in the new rural construction inputs. On the other hand, the bank must act in concert with the government agricultural policy, becomes the bank of supporting new rural construction, which plays a major role in support of agricultural development, increasing of farmers’ income and rural infrastructure. Currently, it is an important measure of the Party Central Committee and the State Council to support agricultural infrastructure construction, and also an inevitable requirement of social development and progress. As the only agricultural policy financial institutions, Agricultural Development Bank of China would serviced the need of country’s macroeconomic situation to make due contributions for supporting the new rural development and rural infrastructure.Therefore, this paper summarized the research of rural infrastructure, and analysed the risk control, financial services, and the important role of the establishment bank in financial support for rural infrastructure by actual cases. The research in this paper would provided important practical experience for our country’s financial system to support the new rural infrastructure, would provided references and suggestions for increasing financial support in the new rural infrastructure, would provided valuable advices for promoting the common development of rural infrastructure and our country’s financial system. |
