Research On Problems And Countermeasures Of Agricultural Development Bank Of Chinasupporting The Construction Of Agricultural Infrastructure

As a national agricultural policy bank,the Agricultural Development Bank of China put forward the slogan of "building a new rural bank".This is the objective requirement of the construction of the new socialist countryside which is put forward by the Party Central Committee and state council.And rural infrastructure construction is foundation of the building of a new socialist countryside,is to promote agricultural production,ensure the farmers living standards to provide services to the public in general,is the carrier of agricultural production and the living standards of farmers,rural infrastructure construction is the goal of the construction of a new socialist countryside,is the means,it is the important conditions,in the new rural construction occupies the important position.At present,support rural infrastructure construction of the main practices are:(1)a function to improve the policy financial institutions;(2)to expand the preferential support,provide long-term financial security;(3)to make regulations of agricultural policy finance,policy financial institutions operation security.Nowadays,the construction of rural infrastructure in Shanghai city is mainly in four directions:(1)the transformation of urban villages project;(2)the rural public utilities projects;(3)the small town construction projects;(4)the link between urban and rural increase and decrease.Because of Shanghai City,a wide variety of agricultural projects,can not be analyzed one by one,This paper selects the Shanghai treasure mountain Luodian town infrastructure river city renovation project,analysis of the project background,basic situation,mode of operation,funds,evaluation content of the construction conditions,repayment plans,and benefit,through on-the-spot investigation and thorough analysis of the project,of Shanghai agricultural issue in support for rural infrastructure construction has made good results the successful experience is mainly regulate the process of issuing loans;strictly control project approval process and post loan management;to establish a combination of straight pipe and the escrow.Agricultural Development Bank support for rural infrastructure construction has made brilliant achievements at the same time,also has exposed many questions:(1)poor loan operation mode;(2)to support the range is not wide;(3)efficiency is not high;(4)condition is not optimal;(5)lack of funds for supporting agriculture;(6)species did not targeted,the guarantee way behind the times;(7)risk control is weak;(8)have no talent reserve etc.many problems.Needle for these problems,the author puts forward the corresponding countermeasures and suggestions:(1)cancel the cash flow ratio of provisions,allow the platform run strategy;(2)resolutely to expand lending support range;(3)wide credit strictly by letter,improve office efficiency loans;(4)to optimize the conditions of the loan office;(5)using PPP mode to solve the shortage of funds;(6)is introduced for loan products and innovative way of security;and(7)to improve risk control;(8)to improve the treatment,establish and perfect the reserve talents.
