Research On Optimizing Quality Of Government Services For Enterprises In County Governments Of Deyang City

At all levels of governments, the county government is closest to the enterprises and stands in the forefront of service establishment. Providing more quality services to enterprises is of great significance. It can optimize the reputation and influence of local investment climate, help enterprises to reduce costs and eliminate the bad style of civil servants.The research samples are chosen from three county governments in Deyang city. The research is on the optimization scheme of quality of government services provided to their enterprises. This paper is divided into four parts. The first part is the exordium, introducing the research background and significance, as well as the main research content of this paper. The author also defines the key concepts.The second part is the description of the present situation and existing problems of the study sample. The article points out that the quality status of government services provided to enterprises has enhancements and improvements. However, compared with developed countries and the southeast coastal area in China, the service efficiency is still low, and the service quality is not high in general. This paper objectively describes the study sample of internal management structure and management system and reveals seven problems such as examination and approval by a great deal of departments. This paper also analyses the harm of these problems, and looks for the root of these problems from the multi angle.The third part is the countermeasures and suggestions regarding the problems of the study sample. The paper points out that government service for the enterprise is a systematic project; the county government is the implementation of policy but not makers, who is not permitted to amend policy and law. County government’s many work need strong support from the higher levels of governments. The paper is based on the county government’s point of view, and put forward the countermeasure and suggestion:Further reduce examination and approval items, simplify procedures, standardize examination and approval authority and enhance supervision; Establish and improve a unified service and management system; Remove the political behavior in government organizations; Tighten regulation of intermediary organ; Abolish The tax task of township government.The fourth part is the conclusion deriving from countermeasures.
