Strategy Research On The County Agricultural Bank’s Service For Agriculture, Rural Areas And Farmers

Agricultural Cooperative Bank-the predecessor of the Agricultural Bank of China was formed in July1951. After several changes, ABC was restructured into Agricultural Bank of China Ltd. in January2009and successfully listed A&H shares in Shanghai and Hong Kong markets in July2010. ABC’s establishment, removal and recovery are associated with the policy of support for agriculture, rural areas, and farmers. As the bank’s principal place of business, counties’ promotion of the economic and social development is an important criterion to measure and evaluate the bank’s services of "three rural". Therefore, it is the right time to further clarify its role and service path, improve the effect of service, reduces the possibilities of detours, explore the Chinese characteristics road of agriculture, rural areas and farmers and ensure the historical mission made by the central government would be completed smoothly.In this paper, the author takes an example of A county agricultural bank, by using all kinds of methods of market analysis, statistical analysis and practice verification, to analyze and explore the experience, challenges, opportunities in the process of service for agriculture, rural area, farmers and try to find the next step for its better service and development.The full text altogether is composed of six parts:The first part discusses the background and significance of the article, introducing the evolution of the rural financial theory, analyzing the present situation and the importance of "three rural issues", reviewing the process of ABC’s service for agriculture, rural area and farmers, and lists the research method as well as structure and framework of the article.In the second part, the author introduces the conduct situation of county agricultural bank’s service for agriculture, rural area and farmers. From the time dimension, it analyzes the situation of agriculture supporting before and after the rural economic system reform; from system level, it illustrates institutional arrangements made by the senior people in the process of promoting county agricultural bank’s service. Finally, it summarizes its achievements and deficiencies and also explains the causes of insufficiency of the county agricultural bank’s service for agriculture, rural areas and farmers.According to the environmental changes of economic development, the third part focuses on the opportunities and challenges in the process of county agricultural bank’s service for "three rural issues". On the basis of the analysis of the macroeconomic environment, it points out the specific challenges and opportunities in the development of the economic transformation. At the same time, the current three typical forms of agricultural production and the supporting financial service system are introduced and analyzed in this part to put forward the striving direction.Based on the specific example of A county the author is working for, the study analyzes the service for agriculture, rural area and farmers in the fourth part, including the introduction of the A county agricultural bank and its social and economic situation, the practice, experience and lessons given in the process, along with reflection and enlightenment of the system of service made by the country and ABC.The fifth part proposes the strategy research on enhanced ability of county agricultural bank’s service "three rural issues". Combined with working practice, it is recommended that the county agricultural banks should improve the quality and gain more achievements in the following aspects:grasping the present situation and development trend; adhering to the concept of scientific development; strengthening management through the institution building; specifying the detailed path; deepening the service and so on.The last part gives conclusion and prospect of the full text. The service for "three rural issues" is a systematic and long-termed project which we should carry on right now with patience. Meanwhile, with the purpose of realizing the combination of business management and service for "three rural issues", this part summarizes the principles which the county agricultural banks are supposed to observe in the in the process of service for agriculture, rural areas and farmers.
