As a farmer cooperative economic organization led by the government,supply and marketing cooperatives are rooted in rural areas for a long time,close to farmers and familiar with agriculture.They are an important starting point for the government to carry out the work of "agriculture,rural areas and farmers".However,along with our country the establishment of market economic system and gradually improve,positioning function of supply and marketing cooperatives has had the significant changes,shall be borne by the planned economy period "guarantee supply,prosperous economy" the important functions of administrative sector of the economy,to participate in market competition,supported by business activities and the carrier,exert the service function for the agriculture market main body.Supply and marketing cooperatives in M county are typical of supply and marketing cooperatives with sound organizational structure and prominent regional influence in the period of planned economy.However,due to the continuous progress of the domestic market economy,its transformation lags behind,its service capacity is reduced,and the influence of regional role is reduced.The existing system and mechanism cannot adapt to the situation of market competition,and its business activities suffer a huge impact.How to improve the adequacy and adaptability of M county's supply and marketing cooperatives to participate in market competition and improve their ability to carry out various service activities to meet market demands will be the content of this paper.This paper takes M county's supply and marketing cooperative as the research object to study its transformation based on the service of "agriculture,rural areas and farmers".Firstly,the author introduces the status of current development of "agriculture,rural areas and farmers" in the national strategy.Combined with the particularity of supply and marketing cooperatives,the author introduces the importance of supply and marketing cooperatives in the work of "agriculture,rural areas and farmers".Secondly,the paper introduces the new public service theory and the double-line operation mechanism.Again,based on the present situation of supply and marketing cooperatives,M county farmers and department staff for the interview,the real interview data shows that the current M county the expectations of the shortage of the supply and marketing cooperatives and farmers,and by using the method of SWOT M county supply andmarketing cooperatives has carried on the system analysis,discuss the possibility in the development of new market conditions exist,looking for the opportunity,limitations and potential risks;Finally,in view of the existing problems of M county supply and marketing cooperatives,the paper puts forward the transformation strategy of M county supply and marketing cooperatives based on the service of "agriculture,rural areas and farmers" by comprehensively applying the relevant theories of management and combining with the actual work,hoping to improve the service quality of M county supply and marketing cooperatives and truly undertake the important task of promoting the development of "agriculture,rural areas and farmers".By combining practice with theory,the author puts forward the transformation strategy of supply and marketing cooperatives in M county,hoping to provide some reference for the future development of supply and marketing cooperatives in M county,and also hope to provide help for the development of supply and marketing cooperatives in other areas.Limited by time,space,theory and region,it cannot represent the transformation and development of supply and marketing cooperatives in all places.Meanwhile,the effect of transformation needs time to verify.
