Evaluation On Independent Innovation Capability Of Electronic Information Industry In Sichuan Province

Electronic information industry which is high technology industry with high added value, low pollution, strong innovation ability, and high permeability, plays a key role in stimulating economic growth. Over the years, the electronic information industry has maintained a rapid growth and formed the industrial clusters including the Yangtze River delta, the Pearl River delta, Bohai rim, and Chengdu, Xian, Wuhan. The development of electronic information industry drives the development of other industries, which encouraged other provinces and cities invested a great deal of enthusiasm in the development of electronic information industry.Sichuan province is China’s important industry base of electronic information, with rapid development in recent years, there exist some problems. Ascension of the capability of independent innovation is the key to realize the development of electronic information industry in Sichuan province, within such situation, this article is to enhance the independent innovation ability of electronic information industry in Sichuan province.In the first place, this article is to summarize the relevant research about achievement of the capability of independent innovation from the domestic and foreign scholars, including the meaning and influence factors of the capability of independent innovation. On the basis of summarizing the research achievements of scholars at home and abroad, this paper argues that the independent innovation ability refers that enterprises in market competition use all sorts of innovation resources effectively, and get profits, technology and patent property rights through the enterprise’s own research and development activities.High technology industries have unique factors different from traditional industries, which make different factors of influence on the independent innovation ability of high technology industry. Finally in this paper, through the analysis of the existing research, a way to evaluate independent innovation ability of electronic information industry from the investment of innovation ability, produce of innovation ability, innovation output capacity and environmental factors (total11secondary indexes and21tertiary indexes) has been established. At the same time, factor analysis has been selected to evaluate the independent innovation ability of electronic information industry in Sichuan province.According to the analysis, the writer finds that independent innovation ability of our country’s electronic information industry development is not balanced, the fastest developing speed is in the east whose independent innovation ability is best, especially in Guangdong and Jiangsu, followed by Beijing, Zhejiang and Shanghai. Provinces in the central region stay in the medium level in the capacity for independent innovation of electronic information industry. Development of electronic information industry in western China is relatively slow, Sichuan province’s electronic information industry development is the best area, the rest provinces such as Qinghai, Tibet and Xinjiang have low independent innovation ability.Then through comparing the electronic information industry in Sichuan province and other provinces, the writer finds that the independent innovation ability of electronic information industry in Sichuan province ranked the eighth in the whole country, which is located in the upper level, the overall level of independent innovation ability in Sichuan is better. Sichuan province is good at the technical management of electronic information industry and has strong absorption ability for purchased technology, but there is a big gap between other excellent provinces such as Guangdong, Jiangsu and so on, both in the intellectual property rights, scientific research personnel input, output results and innovation environment. At the same time, environment for independent innovation in Sichuan province also is relatively falling behind, which is caused by the overall weak economic foundation, the tertiary industry proportion is not high, and technology trading market is not mature. The government should formulate relevant policies and measures to promote the maturity of the technology market, to create the best external environment for the enterprise independent innovationFinally, according to the comparative analysis, this paper gives the corresponding policy recommendations. From the perspective of the government, the government should build perfect institutional environment; improve the management system of state-owned assets; guide the development of the non-public sector of the electronic information enterprises; increase the intensity of government procurement; cultivate a world-class multinational companies; improving the technology market. From the perspective of enterprise itself, enterprise should strive to create excellent conditions, to establish perfect incentive mechanism, enterprise should set up research and development institutions, such as industry technology alliance organization, to accelerate technological transformation and absorptive capacity. Through the joint efforts of the government and the enterprise, it can improve the independent innovation ability, enhance market competitiveness, and realize the sustainable across the development of electronic information industry in Sichuan province.In this paper, the innovation point mainly has three aspects:First of all, the topic of electronic information industry in Sichuan province’s capacity for independent innovation to carry on the quantitative study, innovating in methods and angles. Second, the establishment of a new system for independent innovation ability evaluation index. Finally, by combining quantitative analysis and qualitative analysis, the writer puts forward policy Suggestions in order to promote the independent innovation ability of electronic information industry in Sichuan province.
