A Research On Emergency Management Of SMEs’ Unexpected Security Incidents Of Hengyang

At present, with the deepening of economic structure transformationof Chinese society, social contradictions become complex, and the typesand frequency of emergencies rise sharply, at the same time, theenterprise security accident is also no exception. Although, in recent years,the state and the government has been working to standardize enterprise’ssafety in production, and controlling of enterprise’s security accidents,but the situation is still not optimistic. SMEs’ scale is small, and itsmanagement is not stable, simultaneously its safety consciousness isweak, so the phenomenon is outstanding that SMEs neglect long-term ofproduction safety and emergency management. The SMEs in the city ofHengyang are also no exception, that the problem of production safetyhas not been cured. Therefore, the author of this paper researchingemergency management of SMEs’ unexpected security incidents ofHengyang, aimed at providing theoretical reference and practicalguidance for Hengyang’s SMEs to respond security incidents.The author of this paper studying on the emergency management ofSMEs’ unexpected security incidents of Hengyang, mainly divide intotwo parts: the first part is defining for the SMEs’ unexpected securityincidents based on emergency theory and emergency management theory,and makes a statistic analysis on the related data of2011-2013’sunexpected security incidents of Hengyang’s SMEs, as well as the causesand consequences analysis, furthermore, discusses the present situationand existing problems of Hengyang’s SMEs; the second part is dividingemergency management into daily emergency management and emergency response and recovery management according to the preamble,and the daily emergency management part is the study of the emergencyorganization system construction, of the prevention and earlywarning,and of emergency management compilation, while theemergency response and recovery management part is the study of theemergent security incident’s response procedures, of the graded response,and of the important issues focusing in the process of response and themain problems solving in the process of recovery.
