Theme park plays an important role in the development of modern tourism,which is the most powerful carrier of modern recreation. According to incompletestatistics, there are2500theme parks with the rapid development in our country.Meanwhile, some unsafe factors expose gradually, much more tourism unexpectedincidents has occurred, seriously affecting the long-term development of themepark.Therefore, it is very important for us to construct theme park emergencymanagement system.The author takes literature analysis, comprehensive analysis, system analysis anddepth interviews, discusses the concept of tourism unexpected incidents, influencefactors, evolution mechanism, and reviews the status of theme park emergencymanagement in our country. Then based on emergency management theory, Hall"three-dimensional structure" theory, with the functional dimension perspective,forming the theme park tourism unexpected incidents emergency managementsystem.it includes organization and command system, emergency plan system,resources and support systems, decision support systems.In the end,the autherdiscusses the space journey accident in Herose Valley.This paper concludes asfollows:(1)The tourism unexpected incidents of theme park belong to generalincidents,which includes natural disasters, accidents, public health incidents, socialsecurity incidents four types. Above all, the accident occurred at the highest frequency.Summer and autumn is the high-fat period, Hong Kong,Macao and Taiwan area isthe high-fat area.(2)The Influence factors of tourism unexpected incidents of theme park havefacilities factors, environmental factors, works factors management factors.Theevolution process of tourism unexpected incidents is generally divided into theoccurrence, development, evolution and end of four stages, the each stage hasdifferent characteristics and patterns of change.(3)The construction of tourism emergency management system in our country is improving, which is mainly focus on the system, mechanism, legal system and plan.(4)Heroes Valley exposed many problems in the disposal of629accident,concentrated in the imperfect site plan, insufficient resource security, unscientificdecision-making. Heroes Valley is an urgent need to improve the ability of emergencymanagement.
