Research On China’s Agricultural Mechanization Policy Financial Support

Agricultural mechanization is an important means of agricultural production, is the foundation of modern agriculture. In recent years, the Agricultural Mechanization in China full of rapid development, especially since the implementation of China’s "2004Agricultural Mechanization Promotion Law" and the purchase subsidies, eleven five during the rapid development of agricultural mechanization, marking the career of mechanization of farming of China into the intermediate stage of development. However, the mechanization of agriculture financial support policy to play its due role but not as developed countries in the world.At present, the Chinese government attaches great importance to the "three rural issues" and the construction of new socialist countryside, and accompanied by the transfer of urbanization and agricultural labor force to non agriculture, the development of Agricultural Mechanization in China is facing higher demand. In the financial support and the farmer’s own accumulation is insufficient, can the development of agricultural mechanization is the biggest bottleneck problem of funding problems solved, the policy effective financial support is the only way which must be passed.This paper from the mechanization of agriculture development, the theory of financial support in theory and practice, planning, finance and so on many kinds of angles were analyzed, and the theory and practice method, inductive and comparative methods, normative analysis and empirical analysis method of combining, proposes the research thinking of agricultural policy banks support of agricultural mechanization in the background modern agriculture, new rural construction.This research mainly includes:The necessity of1policy banks, the mechanization of agriculture related concept and the development of agricultural mechanization is introduced in this paper.
