Electric construction industry is to promote China’s economic construction andensure the basic industry of national life, to the national economy a decisive role inthe production and development of matter. As the country for the comprehensivereform of electric power system and power system, the electric power constructionmarket of the original pattern is broken, in the fierce market competition and underthe condition of domestic electric power construction market gradually shrinkingtrend, power construction enterprises will face a huge challenge. Power constructionenterprises to improve the comprehensive competitive power and anti-risk ability,stand out from the competition of strong hands, control cost is particularly critical.The goals of the enterprise as the pursuit of profit maximization, cost managementaffects the enterprise economic benefit and the discretion of the operating profit, sothe turbine construction enterprise cost management should be enhanced to developenterprise core competitiveness. Construction project cost management is animportant part of turbine enterprise cost management, starting from the engineeringbidding quotation to final completion, the construction project cost managementthroughout the whole process of construction project.Based on the theoretical basis of target cost management and whole processcost management, from the perspective of enhance the competitiveness of enterprises,with HNJY electric power construction limited company as a case, the currentsituation of construction project cost management research, analysis the existingproblems, and from the design phase of the cost forecast and the cost of the plan,execution stage, evaluation stage of cost control and accounting analysis andappraisal aspect, for HNJY electric power construction limited company design theconstruction project cost management system, finally puts forward the correspondingmeasures for the security of the system.The author by using the method of objective cost management and wholeprocess cost management, the integrated use of the electric power constructioncompany construction project example, the comparative analysis and factor analysisto the cost management process, quickly find out the key factors of cost control;Focus on the body of the cost management control object positioning in thegrass-roots, emphasized the grassroots employees deepening impact on the costcontrol of the cost management consciousness, strengthening performance appraisal and assessment of cost management, arouse the enthusiasm of employees, andrealize whole-staff-participation participate in cost management, which is based oncost factors and the construction period, combined with the earned value method tocontrol costs. Into the elements and construction time limit for a project for control,using more scientific and reasonable method to improve the work efficiency ofconstruction project cost management.
