Studies On Development Of Agricultural Industrialization And Modern Agricultural Park In Haiyan County

China is a traditional agricultural country and agriculture is a fundamental construction approach in the country. The government has always been concerned about the "three rural issues". The agricultural industrialization is being constantly enriched and improved, which is considered as a summary of the actual mode of operation in agricultural production. It has become the main way to promote the modern agriculture. However, due to poor agricultural natural resources, small-scale peasant economy by the household contract responsibility system and the concept of traditional farming and agricultural industrialization in China have encountered a serious bottleneck after more than20years of rapid development. Similarly, early in1990s, as a test of modern agricultural technology and demonstration base, modern agricultural park which was once a model for the development of modern agriculture was also facing a number of problems i.e. how to balance the investment and income. Haiyan County is located on the southeast coast, whose economy is relatively developed, but most of people have less land and low efficiency of agricultural operations. At the moment when whole economic structure, urban and rural development need to be transformed and upgraded, it is dire need of time to promote the agricultural industrialization and to construct the modern agricultural parks. In order to promote the modern agriculture, it would be better to have basic knowledge regarding industrial structure, layout and land transfer mechanism.This study analyzes the current situation of agricultural industrialization and construction of modern agriculture parks. For this purpose, Haiyan County was focused to analyze the problems and deficiencies. It was found that existence of industrial structure is not reasonable. The land transfers have become increasingly prominent and the market competitiveness has become quite fragile. The agriculture which plays important role in economy is not strong due to inadequate platform. Moreover, authors have also analyzed the status and measures of modern agriculture industrialization and park constructions of the United States of America, Japan and other developed countries. Some successful experience is summarized as that in these countries government supports and guides to farmers, provides the advanced technology and higher organization of agriculture, and also adjust the different problems at local level. On this basis, the authors put forward the countermeasures on agricultural industrialization and the construction of modern agricultural parks in Haiyan County. The following approaches are being used i.e. to support intensify policy and to create a suitable environment for development and construction. Based on the "153" pattern of local modern agriculture, we should reasonably lay out the industrial structure; to innovate land transfer mechanism, to further promote the scale; to improve agricultural organizations degree; to strengthen the impact of science and technology, to enhance industry support; to further build agricultural brands, and to enhance the market competitiveness of agricultural products. According to the present study, the authors also hope to provide a good reference for agricultural industrialization and the construction of modern agricultural park in other areas.
