The Research On Improving Our Government Procurement Supervision System Based On Wujiang District Suzhou City

In our country, the government’s procurement pilot work officially began in1996, up to now also has been nearly20years. In2003, official government issued and implemented the "government procurement law of the People’s Republic of China, this is our country government procurement work has the milestone significance, because it is announced that China’s government procurement work within the entered the laws of the era. As China’s government procurement system gradually, in the market and social aspects of benefit, has made gratifying achievements. Although China has done a lot of promoting healthy development of the government procurement work, however still exist a series of problems and the insufficiency, lack of supervision mechanism is one of the most important. In order to further promote the government procurement open, fair and justice, enhance the transparency in government procurement, to build "sunshine government", deepening the reform of public financial system, the government procurement supervision mechanism, to perfect government procurement law and related regulations, to ensure that the government procurement control within the scope of the defined in the relevant laws and regulations, safeguard the government procurement activities orderly, realizing the maximization of national benefit and social benefit, promote the healthy development of China’s government procurement. I work in suzhou wujiang district government procurement center, hope that through this study can find suzhou wujiang area when carrying out government procurement supervision work existence prominent problem, and on this basis, for this project faces some prominent problems, put forward effective strategies for strengthening the government procurement supervision mechanism, which makes the region of the people’s government procurement work gradually towards health, normalization, ordering the road of development.In this paper, the theory of public expenditure management, government intervention Keynesian theory of rent-seeking theory, principal-agent theory as the theoretical source of government procurement system, describes the elements of the current Chinese government procurement oversight mechanisms and the need to build government procurement oversight mechanisms. Mainly from government procurement oversight mechanisms exist problems, we elaborate on the causes of the problem are:government procurement laws and regulations, supervision, and administration and operational functions are not completely separated, government procurement supervisory powers of the dummy, not the government procurement budget oversight perfect, bidding mechanism is not perfect, professional government procurement talent shortage. Combined with my work experience, successful experience and problems of Suzhou Wujiang District government procurement oversight mechanisms detailed analysis of the current situation as a case of government procurement oversight mechanisms. From two angles developed and developing countries, government procurement oversight introduced the U.S. and South Korea, and pointed out that enlightenment to our country’s government procurement oversight mechanisms, such as a relatively complete system of government procurement regulations, there is a clear complaints system, attention should be paid oversight of suppliers, should establish a government procurement of electronic trading systems. Based on these studies, we propose a proposed monitoring mechanism to improve China’s government procurement substantive recommendations:First, improve the legal system, government procurement, and the second, separate management and operational functions, and the third, to strengthen the rights of supervision and oversight body and fourth, to strengthen the supervision of government procurement budgets, fifth, and improve the bidding mechanism, sixth, improve government procurement supervisory relief mechanism, seventh, government procurement officers to strengthen the quality of construction, the eighth to build e-government procurement. Trying to build a sound legal system, the subject clear, accountable, reasonable program, run an efficient system of government procurement oversight mechanisms able to regulate and constraints on government procurement practices, and promote the sustained and healthy development of China’s government procurement.
