With the increase of our country to the highway project investment, the benefit ofengineering has been paid more and more attention. At the same time, the projectmanagement of our country on the cost and schedule of the two control objectives are mostlyseparated from the monitoring, evaluation, ignoring the intrinsic link between the two andbring a lot of difficulties to the project management. By using the earned value method cangenerally carry out integrated control of cost and schedule information of the project andeffectively monitor schedule delays, cost overruns of highway construction,but because thehighway project itself has many characteristics of long duration, single, liquidity, thecomplicated geological conditions, leading to increased uncertainty, the project risk on thehigh side, schedule information and collected with ambiguity, the project earned valueparameters in the calculation is very difficult, therefore, this paper proposes to combine fuzzyrisk factor of earned value method, to meet the actual needs of earned value method inhighway project management.Firstly, by combining with triangular fuzzy numbers, characterizes the progress of theproject by fuzzy language metric and gives the fuzzy language metric value of triangularfuzzy number, calculating project fuzzy earned value; then, as a basis, according to thecalculation process of earned value method, deduce corresponding fuzzy earned valueevaluation index system; finally, using triangular expected value method to fuzzy deviationindex of non fuzzy number, non fuzzy in fuzzy relative index set ranking method, andanalyzed the connotation, the expected value of fuzzy indexes, fuzzy risk coefficient and thetriangle of number alpha cut set value risk level equivalent to the highway, in the article, theproject is determined by fuzzy comprehensive evaluation method and the principle ofmaximum degree of membership value. In order to prove that the fuzzy earned value methodcan solve uncertainty of earned value problem which cannot measured by determining andstatistical method. The paper ends with a section of highway project as an example, combinedwith the actual situation of the project, the project risk weights were determined by analytichierarchy process, determine a reasonable level of risky coefficient alpha using fuzzycomprehensive evaluation method and the maximum membership degree principle, on thisbasis, using fuzzy earned value method to calculate the absolute difference and the fuzzyrelative difference. According to the results, analyze the content of index and take effectivemeasures for improvement if the cost and schedule has deviation.Through this process, one is to verify the applicability of using fuzzy earned valuemethod in highway projects and obtain a high accuracy of project cost and scheduleperformance evaluation results. The two is to get some improvement method to analyze the preliminary experience in project management, performance, providing theory and referencemethod for the fuzzy earned value method in similar projects in the future.
