The Grain-for-Green Project is to improve the ecological environment, changes thepatterns of land using, and promote regional economic development by our government. Withthe Grain-for-Green Project implementing, the effectiveness and sustainability of theecological compensation have been concerned by the focus of government policy-making andexecutive departments. Grain-for-Green Project is a project of farmers, the farmers are theexecutor, who consolidate and benefit from it. However, the research from academicevaluation of ecological compensation policy, mostly focus on analyzing the macro level.Therefore, from the farmer’s point of view, assessment about the effectiveness andsustainability, is an important judgment to analyze the success of the ecologicalcompensation policy, and have positive effect on subsequent innovation policy.The dissertation has7chapters. Chapter one offers a general picture of the research,including an introduction,an overview of the background of the study, the purpose, meaningand content of the paper, and the methodology used in the research. Chapter two covers thecore concepts of the theoretical of Grain-for-Green. The third chapter analyzes the effectiveimpacted by the policy with descriptive statistics, which serves for its institutional innovation.Chapter four analyzes the willingness of farmers to participate the Grain-for-Green Projectwith the hierarchical linear models from farmer and village levels, which support forinstitutional innovation policy later. The fifth chapter introduces the market mechanisms intothe Grain-for-Green Project, combining with the characteristic factors of farmers willingnessto participate the Grain-for-Green Project. The sixth chapter is the conclusion, and putsforward some related policy suggestions, and points out the prospect of this study someinnovations, shortcomings and the next research.The main content of the study are as follows:(1)Grain-for-Green Project directly and indirectly affected farmers’ production andliving conditions from sample area. Overall, it promotes farmers’ income levels rising.However, based on the policy’s introduced special background, the single compensationstandard, roughly choosing of farmland plots, imperfect monitoring mechanism also makesexisting policies exposed many problems in the implementation process, and also lead todifferent farmers benefit from the different sources of income."retreat superior left inferior, return high stay low, stay far left near, stay slope left flat " phenomenon appears, and farmersdo not like to manage the forestland.(2)Characteristic features of both farmers and villages have an impact on farmerswillingness to participate the policy. If farmers benefit more from the policy, dependent loweron the land, understand more of the policy, they have more willingness to return farmland toforests. Village level can strengthen or weaken the the degree of farmer level characteristicvariables by influencing the farmer level characteristic variables. In order to improve theparticipating willingness, we should introduce market mechanisms in the development ofGrain-for-Green subsequent policies.(3)Summary and analyze the innovation view of ecological compensation system, anddevelop a detailed plan. After the second phase of maturity, we should terminate the existingfarmland and start a new local plan, which is a bidding pattern under the market mechanism.For consolidation of the existing achievements, we should cultivate agricultural and forestrycarbon sequestration market.
