Study On The Ecological Compensation Standard And Mechanism For Returning Farmland To Forests In Chakou Watershed

The program to return farmland to forests has the important function of water resource conservation,accumulating soil,purification the air,carbon fixation and oxygen release,microclimate improvement.The key of the Sustainability about the program is to confirm the eco-compensation standard and build the mechanism for ecological compensation.A reasonable compensation standard and Scientific compensation mechanism both have important theoretical and practical meaning to the harmonious development of social economy and ecological environment.Based on the Chakou watershed in Yonghe County in this article, we combine the value of the program to return farmland to forests and the willingness to accept of the respondents which use Contingent valuation method.Finally,according to the current situation of implementation about the program of returning farmland to forest in Chakou watershed,we get the compensation standard,then we proposed compensation mechanism and strategies and recommendations towards the program for Chakou watershed.The main conclusions are as follows:First,starting from the practical situation of this watershed ecological environment in this article,we use a combination of theories,particularly Resources and environment economics and ecology.We selected 11 indexes.including 5 systems:water resource conservation,accumulating soil,purification the air,carbon fixation and oxygen release,microclimate improvement.In addition,we constructed a mathematical model to estimate the value of the program to return farmland to forests in Chakou watershed.The results showed us that the totally economic value is 132,827,100 yuan,The revised economic value is 226.06 yuan per unit of area.Secondly,the article has an analysis on the WTA of the farmers who participate in the program in accordance with the contingent valuation method (CVW),the result is 147.812 yuan per unit of area.Thirdly,after we read a lot of books about this study area,we combined the ecological standard with the economical standard,then we get the finally compensation standard is 170.50 yuan per unit of area.Finally,we discussed the current situation and problems of the implementation of the policy of returning farmland to forest in Chakou watershed.In view of these questions, we constructed a compensation mechanism suitable for this area, then we proposed some strategies and recommendations towards the program for Chakou watershed.For example,improve the compensation standard,implement the protection policy type of compensation,develop the ecology as a new industry,broaden the income channels,extend the date of compensation,set up a supervision mechanism and establish a mechanism for the ecological protection responsibility.
