| BOT financing mode are widely used in the highway financing and construction mode inrecent years. It is designed to alleviate the pressure of public finance and solve the problem ofinsufficient funds for highway construction by attracting foreign investment, state-ownedprivate capital into the highway construction area. The application effect of BOT financingmode not also ease the financial burden of the government, but also conducive to thestrengthening of project management and improve the economic benefit of project. BOTfinancing mode has made a lot of useful attempt and experience, but it also has manyproblems such as higher financing costs and operation risk. This study focuses on three keyfactors of highway BOT financing mode applications including project financing, projecteconomics and project risk as a project operator’s identity. It is my summary of the workabout the project. We hope it is a beneficial discussion to the application of BOT financingmode of highway.Firstly this paper introduces related theories of the application of BOT financing mode inhighway project. For the following research, we analysis the concepts, characteristics, andprocedures of BOT financing mode. Secondly, we introduce basic condition of Qiongminghighway project. In order to find the main problems existing in the BOT highway project andthe solution to the problems, we analysis the policy background, characteristics and theoperation of the project, and focus on three aspects of its economic benefits and project riskand the project financing. Finally。we draw the conclusion of this study in four aspects about how the BOT financing modelappling to the highway project. When we use BOT financing mode of highway project, weshould pay more attention to the financing scheme design and the control of cost of financing.Also we need to do the analysis of the economic benefits of the project and find a way tosolve problems about the risk of of highway project financing mode in BOT. |
