The Research On County Economy Efficiency And Influencing Factors In The South Of Jiangsu

The key to build a well-off society in an all-round way is solving the problem ofagriculture, rural and farmers, which mostly decided by the development of the county. Withthe reform and opening, especially China joining WTO and Pudong’s development andopening up in Shanghai, the development of county economy in the South of Jiangsu provincehas made remarkable achievements, that laid a solid foundation for solving three agriculturalproblems and being the first to build a well-off society in an all-round way in the region.However, with the rapid development of the county economy here, the economy hasaccumulated some contradictions and problems, such as competitiveness not strong enough,low added value, etc. At present, there are many studies of these problems, but starting fromthe point of view of the county economic efficiency to research the county economy and thedevelopment of county economy in the South county of Jiangsu province is very rare, thatproviding a space for this paper’s research.Firstly, from development situation, characteristics and existing problems these threeaspects, it introduced the current situation of the county economy’s development in the Southof Jiangsu province in detail. No matter according to the total and per capita indicators, or thedevelopment speed and structure, Results showed that the achievement of county economy inthe South of Jiangsu province is huge, with the characteristics of high degree ofexport-oriented, active development of private economy, and relying on the townshipcollective enterprises. However, it was also facing with some problems including unbalanceddevelopment, big gap between urban and rural areas, strong external dependence, etc..Secondly, after building county economic efficiency evaluation index system whichcontaining the ecological index, using the CCR and BCC and DEA-Malmquist model in dataenvelopment analysis (DEA), it statically and dynamically discussed economic efficiency andtotal factor productivity (TFP) of the South County of Jiangsu province. The study found that the average economic efficiency was not high, and over the past decade, except the TFPimproving in general, the pure technical efficiency and scale efficiency were in deteriorating.Thirdly, based on the reasonable choice of county economic efficiency factors and itsquantitative characterization, using panel data of the economic efficiency and its influencingfactors in the South County of Jiangsu province from year2002-2012, this paper set upMultiple Linear Individual Random Effects Model. The regression results showed that thelevel of financial deepening, the degree of opening to the outside world, the industrialstructure, scale economy and informatization level all had positive significant effect on theefficiency, but the degree of government intervention and marketization had negativecorrelation relationship with efficiency, and explained the reasons.Finally, combining with the problems existing in the development of county economy inthe South of Jiangsu province and the regression analysis results of county economicefficiency and its influencing factors, the article put forward seven measures to enhance thecounty economic efficiency in the south of Jiangsu province: vigorously developing theprivate economy, promoting transformation and upgrading of county’s industry, improving thelevel of county opening to the outside world, correctly positioning the government’s functionand developing green economy, improving the level of financial deepening and strengtheningregional cooperation.
