Efficiency Evaluation Of The County Economy In Jiangsu Province And Mechanism Analysis

As the basic unit of the national and regional economic development,county should not one-sided to pursue the total growth,but should to pursue economic efficiency.The effectiveness of the county economic efficiency will directly affect the long-term development of the city,and the whole development of the region.Therefore,enhancing the economic efficiency of county is an effective way to achieve the sustainable development of the county and regional economy.Based on the data of capital stock,the number of empoyees at the end of year,business volume of P&T,industrial electricity consumption,GDP and budget revenue of local government, using the CRS and VRS model which are belong to data envelopment analysis to calculate economic efficiency of the county in Jiangsu Province between1999to2010.And then using the Mann-Kendall method for analysis of mutation,the time node are1999,2003and2010.The paper analyze the economic comprehensive efficiency,pure technical efficiency and scale efficiency between the southern,the northern and the central in Jiangsu region.Because the economic efficiency value calculated by the CRS and VRS model can not be compared in vertical, the paper research the changes of county economic comprehensive efficiency and total factor productive with the Malmquist model.The gap of economic efficiency between different county is lager.Therefore,the paper examine the impact of economic comprehensive efficiency in Jiangsu Province by Tobit model from the aspect of human capital,economic openness,institution facor,structural factor,the level of financial development and location factor,and measure the direction and magnitude of impact between the various influencing factors.Based on the research object of63county units in Jiangsu Province,the detailed results are as followed:the level of economic efficiency of Jiangsu Province is better from the overall,but the gap in economic efficiency between different region is larger; to some extent, the economic efficiency and its decomposition efficiency in southern of Jiangsu Province is better than the cental and northern in Jiangsu Province;the improvement of economic comprehensive efficiency in Jiangsu Province is limited by the level of pure technical efficiency; the improvement of total factor productive in Jiangsu Province is limited by the level of economic comprehensive efficiency;the economic comprehensive efficiency in Jiangsu Province had faintly declined between 1999-2010,but the economic comprehensive efficiency in Jiangsu Province had slightly improved between2003-2010;the economic comprehensive efficiency of the central in Jiangsu had enhanced more significantly between2003-2010,in contrast the economic comprehensive efficiency of the southern in Jiangsu had slightly enhanced; human capital,trade dependence, foreign investment dependence,property rights system and the southern dummy variable have a significant positive effect to improvement economic comprehensive efficiency in Jiangsu;foreign investment dependence has the most obvious role in the improvement economic comprehensive efficiency in Jiangsu;the government participation has certain negative effects to the improvement economic comprehensive efficiency in Jiangsu.Therefore,the suggestions to enhance the economic comprehensive efficiency in Jiangsu are as followed:increase the development and investment of human capital;change the mode and structure of the trade growth,emphasize the qualitu of foreign investment;strengthen the economic system reform,regulate and optimize the government spending;adjust the industrial structure,built modern industrial system;continue to promote the reform of the finacial system,strengthen the development of the fiancial market.
