At present, the concept of sustainable development has been gradually interiorize, and with the rapid GDP progress, to seek the coordinated development of economy-environment is extremely urgent. After Planning of the ninth five-year plan, our country invested a lot of manpower and material resources in the management of large rivers, one of which is huaihe river. In2011, Central "Document No.l" says, in next five years, China will basically set the most stringent management system about water, and one of the basic principles is according to development of the society and environment to keep human and water harmonious, optimizing.Shandong Huaihe River Basin is an area of rapid economic development, in which industrialization and urbanization rapidly increase, the basin is one region for national river bodies’ key-harnessing and also the key watershed of the East Line of South-to-North Water Transfer Project. Our government will improve the requirements to the water quality objectives type, which will lead to the contradiction between industrial structure and water environment.Given the above understanding, combined with recent research advances, first of all, the research should get a clear understanding of coupling connotation between the watershed economic development and water environment, and then based on the concept of sustainable development, integrated use of geography, environmental economics, environmental planning and other related theoretical science and analysis methods, will deeply analyze the coupling mechanism and propose coordinated development patterns and countermeasures. Research contents and conclusions are as follow:By analyzing the stages of economic development and industrial structure of Shandong Province Huaihe River Basin, the economic development is in the middle stage of industrialization, and the leading industries are excavating industry, petrochemical industry and food processing industrial, which is lagging behind the economic development stage. Among of industrial water pollution load emissions in Shandong Province Huaihe River Basin, industrial sewage is rising, but the COD and ammonia emissions have been controlled, and contribution rate of domestic waster pollutant discharge are gradually increased; The water quality of Shandong Province Huaihe River Basin has been improved, but there are thirteen state-controlled section of the catchment area under Ⅳ water quality, and then we used GM(1,1) model with metabolic principle to predict the water quality trends in the process of traditional industry, and found that in the current status, the river water quality war difficult to get a thorough improvement.On the basis, in the quantitative analysis of the coupling relationship of Shandong Province Huaihe River Basin, canonical correlation analysis and the Environmental Kuznets Curve were found that with the accelerated industrialization, the industrial wastewater emissions will slow down, especially the function curve of river basin appears a inflection point which corresponded to average per person GDP at about20000Yuan. It means that the economical development and the water environment of river basin conform to the general law of development, by analyzing relationship of watershed industrial output value and industrial pollution load, we found that Accompanied by the growth of industrial output, the volume of industrial wastewater and industrial COD emissions grows obviously. Analyzing watershed industrial pollution indicate that the structural pollution is the main features which will bring tremendous pressures to water environment of Huaihe River Basin.Establishing the coupled development model of watershed economic development and the water environment that is the multi-objective decision model, in which water environment and economic are as objective function and constraints, we set six different contexts, and output different watershed industrial structural adjustment programs, and selected a more reasonable solution. Therefore, key control of industries are food processing industry, beverage industry and pharmaceutical manufacturing industry, and industries of vigorous development are metallurgy industry, power industry and machinery industry. According to the industrial structural adjustment programs, combined with the laws and regulations, science and technology, policies and so on, we provide a control polices for sustainable development of socio-economic development and water environment.
