Study Of Fiscal Policy In The Transformation Of Resource-based City

For a long time, the Chinese government is committed to creating the harmonious development of economic environment and promoting sustainable economic development, In our economy, resource-based city occupies a pivotal position, however, due to the natural law of development and to ensure the long-term development of resource-based cities, urban transformation is imperative. In this background, this paper studies the effect of fiscal policy support to the transformation of resource-based cities, including fiscal policy to support the theory of resource-based city transformation analysis, support methods and supporting effect.Firstly, this paper analyzes the necessity of resource-based city transformation and the mechanisms of fiscal policy support based on a series of theories. At this stage, China’s resource-based cities draw much-needed restructuring. Combined with resource-based urban development situation, resource-based cities transition need the support of government fiscal policy. In the third chapter, this paper uses the analytic hierarchy process (AHP) to establish a model of evaluating the economic transformation of fiscal policy effect and processing the economic data since the implementation of fiscal policy support for economic transformation in Handan city. According to the model processing, since the implementation of the restructuring policy in Handan City, the economic indicators steady growth and the momentum for the overall development of the economy is good, but social transformation indicators showed some volatility. It comes to a conclusion the fiscal policy to support economic transformation in Handan City is significant effect, but social fiscal policy is not comprehensive enough. It also suggests that the national government through fiscal policy to support to realize the economic transformation of resource-based city, is not only necessary but also feasible. For conclusion analysis of reasons, it puts forward advice on Handan city economic transformation in order to better promote the transformation of Handan city.
