Study On The Allocation Effect Of Urban And Rural Old-age Security Resources And The Optimization Of Fiscal Policy

In modern society,the economic effects and social problems caused by significant gap between urban and rural old-age security resources aggravate the income gap and the consumption gap between urban and rural residents,the benefit of the elderly in rural areas is much lower than that of the old people in the city,which is against to the purpose of promoting social equity for the old-age security and is also not conducive to the realization of the integration of urban and rural development goals.In view of this,the paper combs the status of urban and rural old-age security resource allocation differences from the perspective of resource allocation,and construct the model,objectively analysis the economic effect of the allocation difference between urban and rural old-age security resources.Based on the realistic need of social equity,we put forward the corresponding fiscal policy,with a view to rationally deploy the resources of urban and rural old-age security,and provide decision-making reference for building a well-off society in an all-round way in the field of old-age security.On the theoretical level,the allocation of urban and rural endowment security resources has the income distribution effect,consumption promotion effect and good living security effect.Welfare economics,public product theory and equity theory provide a theoretical basis for the rational allocation of urban and rural endowment security resources.Public finance function requirements,public financial risk prevention and the implementation of public finance responsibilities require that finance promote the urban and rural old-age security resources to achieve balanced allocation.Tax,financial subsidy,special transfer payment and government purchase are the important tools to promote the rational allocation of urban and rural old-age security resources.For a long time,the allocation situation and allocation effect of urban endowment insurance resources allocation are better than that in rural areas in China.In the current situation of resource allocation of urban and rural old-age security,urban residents have more channels to get old-age security resources and get more money.In the level of allocation of urban and rural endowment security resources,some financial policy tools such as tax return,transfer payment,government procurement and financial subsidy have some defects in the process of allocation of urban and rural endowment security resources,and the rural residents are in a disadvantageous position in the process of the allocation of endowment security resources.We further test the unbalanced degree of resource allocation between urban and rural old-age care and found that the unbalanced distribution of the urban and rural endowment insurance resources Theil index and Gene coefficient has declined in recent years,but the decline rate is slow.We analyze the income effect,the consumption effect and the better life security effect of the allocation of urban and rural endowment security resources.In terms of income and consumption effect,there is a strong correlation between the allocation of urban and rural endowment security resources and the level of urban and rural residents' income and the level of consumption.The results of the empirical study of the joint equation model show that the improvement of the allocation level of rural residents' Pension Security resources can effectively alleviate the gap of urban and rural income and the consumption gap.In the better life guarantee effect,the difference between urban and rural endowment security resource allocation is great.The analysis results of the paper pension insurance calculation model show that the better life guarantee effect of the urban residents participating in various types of pension insurance is higher than that of the rural residents.The analysis of the theory,status and empirical analysis of the allocation effect of urban and rural endowment security resources shows that fiscal policy is the key to promote the balanced allocation of urban and rural old-age security resources in China.We should adjust the structure of fiscal expenditure and tilt the focus of financial resources to the rural areas,improve the financial management system and define the responsibilities of the various departments of the government,optimize the financial policy tools and improve the effect of the policy role.In addition,in order to promote the smooth implementation of fiscal policy,this paper puts forward relevant supporting systems and policies to promote the balanced allocation of urban and rural endowment insurance resources from a series of angles,such as law,land management and employment.
