As our country’s prop industry, construction industry developed rapidly and its industry scale and business range had risen year after year. With our country joins WTO and the implementation of "going-out" strategy, the weaknesses of our country’s construction enterprises have shown obviously, such as the unsound legal laws and regulations, poor basic management, shortage of operating strategic sight, excessive completive phenomenon, low profit, higher financing cost and the not-standardized owner’s behavior, which have a long-term gap with international construction and engineering group. Under the background, it is essential that enterprise financial strategy is very important. Financial strategy can lead business investment, financing and profit distribution behavior under the scientific and reasonable strategic management framework. Financial strategy is of great importance to improve our country’s construction enterprises’strategic management level and international competitiveness.This paper focuses on financial strategy and corporate strategy, analyzing financial strategy’s content and general management process, based on the domestic and foreign corporate strategy theories and the referred financial strategy theories. Under the support of the theories, this paper analyses Hualian Construction Engineering Group’s internal and external environment, operating status and strategic plan, and makes a qualitative and quantitative analyses on the group’s financial status financial strategy level, in order to make a comprehensive evaluation of financial strategy level and find the key problems. On the basis of SWOT analyses on Hualian Construction Engineering Group’s financial strategic environment, this paper emphasizes the importance of integrating strategic management method into financial management for Hualian Construction Engineering Group, making a comprehensive, long-term and creative financial strategy from the Group’s environment and financial ability. The financial strategy reorganizes the Group’s financial strategy from three parts-investment strategy, financing strategy and profit distribution strategy. Finally, this paper makes some suggestions on the implementation and security system of Hualian Construction Engineering Group’s financial strategic, trying to structure a financial strategic system for construction enterprises.
