Comprehensive Evaluation And Countermeasure Research On Export-Oriented Economy Bearing Platform In Hunan Province

Abstract:In recent years, Hunan’s foreign trade has developed rapidly along with the stable growth of Hunan economic. But it’s still smaller and fails to take a fast-growing, in addition, it also has very low dependence on foreign trade and foreign capital, which is uncoordinated with the development of Hunan’s macroeconomic. At present, the influence of export-oriented economy bearing platform is becoming more evident, and which is playing more and more important role in promoting the development of export-oriented economy, however, there still exist some problems that fail to conform to the economic development situation during the platform construction processes.In order to speed up the development of export-oriented economy in Hunan province, facts must be faced, the comprehensive evaluation and assessment on exportoriented economy bearing platform must be well built.At present, the construction of Chinese export-oriented economy bearing platform is unceasingly strengthened and perfected, which is on course to realize the goals of the service platform’s science and technology, informatization and socialization. But there is still a lack of the comprehensive evaluation and assessment on exportoriented economy bearing platform in the research of academic and practice field at home. This paper analyzed the development status of Hunan’s export-oriented economy and its bearing platform, and tried to build the comprehensive evaluation index system aimed at export-oriented economy bearing platform based on the theory of new public management, new public service and the model of "dual integrated assessment". In this paper, firstly set up3first grade indices,13second grade indices and40third grade indices using expert assessment method, and adopted the analytics hierarchy process method (AHP) to determine the weight coefficient of evaluation indicators, finally evaluated the representative export-oriented economy bearing platform among the hunan existing platforms by fuzzy evaluation and then concluded that the result of comprehensive evaluation is not optimistic, its service platform is almost blank,the comprehensive evaluation result of policy bearing platform is general,and the functional platform is bad. According to the evaluation results and problem analysis, this paper put forward the corresponding countermeasures and the suggestion of three carrying platforms,and finally from several aspects such as the policy, personnel, information technology targeted put forward the safeguard measures of platforms service and management.
