The Evaluation Of Highway Project Based On Circular Economy

The implementation of the "Circular Economy Promotion Law" on the January 1,2009 signifies that the development of our country's economic will enter into the new model of circular economy in the future. Highway industry as an important infrastructure consumes a large amount of resources in the process of its construction and operation, the introduction of the development model of circular economy has great significance. In the past two decades, the significant progress of China's highway construction has made great benefits on the socio-economic development, but some highway projects did not achieve the expected economic benefits and social benefits. In-depth study and investigation of circular economy on the highways industry, not only has great significance on sustained and stable development of the modernization of the entire transportation industry, but also has great practical and theoretical significance on the entire socio-economic development.This article first summarizes the main theory of circular economy at home and abroad and research status, gets the meaning of circular economy on the highway industry on the base of analysis of the connotation of circular economy,and describes the current situation of the development on the highway industry. The article analyses the constituent elements of circular economy from the aspects of the resource, social, and environmental, laying the basis for the establishment of evaluation index of circular economy.Secondly, the article built the evaluation index system of highway circular economy based the former paper presents, and divides evaluation index of circular economy highway into quantitative indicators and qualitative indicators, gets economic evaluation index weights of the highway circular economy based on the application of AHP, and determines the evaluation criteria of the indicators in accordance with relevant national laws, norms, standards, statistical data, and relevant provisions of the road construction,builds evaluation model of highway circular economy on the application of fuzzy comprehensive evaluation method.In the end ,the article measures and evaluates the circular economy of a highway by the evaluation indicators and evaluation model.
